The 1966 United States Senate elections were elections on November 8, 1966 for the United States Senate which occurred midway through the second (and only full) term of President Lyndon B. Johnson. The 33 seats of Class 2 were contested in regular elections. Special elections were also held to fill vacancies. With divisions in the Democratic base over the Vietnam War, and with the traditional mid-term advantage of the party not holding the presidency, the Republicans took three Democratic seats. Despite Republican gains, the balance remained overwhelmingly in favor of the Democrats, who retained a 64–36 majority. These were also the first elections held after the enactment of the Voting Rights Act of 1965. Seventeenth Amendment To The United States Constitution
The Seventeenth Amendment (Amendment XVII) to the United States Constitution established the direct election of United States senators in each state. The amendment supersedes Article I, Section 3, Clauses 1 and2 of the Constitution, under which senators were elected by state legislatures. It also alters the procedure for filling vacancies in the Senate, allowing for state legislatures to permit their governors to make temporary appointments until a special election can be held. The amendment was proposed by the 62nd Congress in 1912 and became part of the Constitution on April 8, 1913, on ratification by three-quarters (36) of the state legislatures. Sitting senators were not affected until their existing terms expired. The 1960 United States Senate elections coincided with the election of John F. Kennedy as president on November 8, 1960. A special election was held on June 28, 1960, for a mid-term vacancy in North Dakota. The Republicans gained two seats at the expense of the Democrats.
