2021 San Marino Abortion Referendum
A referendum on the legality of abortion was held in San Marino on 26 September 2021. The result was an overwhelming vote in favour of legalisation. Background Abortion was banned under any circumstance in Sammarinese law (Articles 153 and 154 of the Criminal Code), making it one of four European countries, along with Malta, Andorra and the Vatican City where similar laws were in place. Abortions in cases of endangering the life of the mother were de facto allowed out of medical necessity, however, despite this exception not being explicitly mentioned in the legislation. Punishment for violation of the law was a sentence of three to five years in prison. Those seeking abortions could go to neighbouring Italy (where abortion is legal since 1978), but for a cost of 2000 to 2500 euros, not reimbursed by the Sammarinese healthcare as it was illegal at home. Abortion in Italy became legal in May 1978, when Italian women were allowed to terminate a pregnancy on request during the first 90 days. A proposal to repeal the law was considered in a 1981 referendum, but was rejected by nearly 68% of voters; another referendum aimed at eliminating the restrictions was rejected by 88.4%. Italian women are eligible to request an abortion for health, economic or social reasons, including the circumstances under which conception occurred. 2019 Sammarinese Referendum
Two referendums were held in San Marino on 2 June 2019. One was a popular initiative on amending the electoral system to require a second round to be held thirty days after a general elections between the top two parties only if neither are able to form a coalition government. The other was on a constitutional amendment proposed by the captain regent that would add sexual orientation to the list of discriminations prohibited by law. This followed a vote by the Grand and General Council on the amendment failing to meet the two-thirds quorum. Both proposals were approved by voters. Grand And General Council
The Grand and General Council ( it, Consiglio Grande e Generale) is the parliament of San Marino. The council has 60 members elected for a five-year term. History From the fifth century San Marino was ruled by an assembly composed by all the family heads known as the Arengo. However, as population grew, such a body became more and more dysfunctional, with its functioning being crippled by feuds between families. While the exact timing is unknown, there is historical evidence that by the early 13th century the citizens of San Marino elected an assembly called Council of the LX, which was also known as the Grand and General Council.
