2000 Norfolk County Municipal Election

Rita Kalmbach defeated the former Simcoe mayor Rick Kolwasky and another rival candidate by the name of Dennis Travale (who would eventually win the 2006 election) by ensuring the tobacco farmers a future in Norfolk County and the tobacco belt that surrounds it. This election helped to start the transition period from a stagnant agrarian region to a thriving agritourism region. However, the economic boom that Norfolk County experienced in the 2000s was shattered by the Great Recession that came into existence shortly before 2009. Norfolk County, Ontario
Norfolk County is a rural single-tier municipality on the north shore of Lake Erie in Southwestern Ontario, Canada with a 2016 population of 67,490. Despite its name, it is no longer a county by definition, as all municipal services are handled by a single level of government. The largest community in Norfolk County is Simcoe, whose 2016 population was 13,922. The other population centres are Port Dover, Delhi, Waterford and Port Rowan, and there are many smaller communities. For several years in the late 20th century, the county was merged with Haldimand County but the merged entity was dissolved in 2000. Ontario Tobacco Belt
The Ontario tobacco belt is the tobacco-growing region located in Norfolk County and eastern Elgin County in Southwestern Ontario, Canada. The region is close to the north shore of Lake Erie, with a moderate climate and sandy, silt-loam soils that are well-suited to a wide variety of crops. High-value horticultural crops thrive in this region, including 90% of all tobacco grown in Canada. Members of Parliament elected to ridings in the Ontario tobacco belt have strong pro-tobacco policies in addition to other policies in the interest of their rural constituents. Great Recession
