The Specialized Staff for Overseas and Foreign Affairs (french: État-major spécialisé pour l'outre-mer et l'étranger, EMSOME) was historically dedicated to training the French Army in interculturality and was the maison mere (mother-parent) of the Troupes de marine. It is located at the Ecole militaire in Paris and at Fréjus (the Museum of the Troupes de Marine). From July 1, 2016, the Overseas and Foreign Specialization Military School was reorganized as the Specialized Overseas and Foreign Staff. While leading the implementation of the land policy overseas and abroad set by the Chief of Staff of the Army is a new role for EMSOME, its historical training missions and local expertise endure. As of July 1, 2016, the school has evolved into an Overseas Organic Chain Headquarters (OME), under the Commandement des Forces Terrestres (Land Forces Command). The 5th Overseas Interarmes Regiment (in French 5eme Regiment Interarmes d'Outre Mer (or RIOM)) is a troupes de marine regiment stationed in Djibouti. It has been the Djibouti garrison since 1 November 1969. Saint-Jean-du-Maroni
Saint-Jean-du-Maroni is a village in French Guiana, in the commune of Saint-Laurent-du-Maroni on the river Maroni. The village is mainly inhabited by Ndyuka Maroons. History Saint-Jean-du-Maroni was established in 1857 as a sub camp of the penal colony Saint-Laurent-du-Maroni, where the convicts had to perform forced labour. When the first prisoners arrived in ''Camp de la Rélégation'' on 20 June 1887, nothing was ready and they had to built the camp themselves. Most prisoners were housed in straw huts. The camps were abolished in 1946. Between 1890 and 1897, a 16 kilometre Decauville railway was constructed between Saint-Laurent-du-Maroni and Saint-Jean-du-Maroni. The railway was abandoned after the penal camps closed. In 1987, Jacques Chirac as Prime Minister established Zones of Collective Use Rights (ZDUC).
