Umar Arteh Ghalib
Umar Arteh Ghalib or Omer Carte Qalib ( so, Cumar Carte Qaalib, ar, عمر عرتي غالب) (1930 – 18 November 2020) was a Somali politician. He was Prime Minister of the Somali Democratic Republic from January 24, 1991 to May 1993. Previously he served as Foreign Minister from 1969 to 1976. Early life and education Ghalib was born in British Somaliland in 1930. He was a member of the Sa'ad Musa sub-division of the Habr Awal Isaaq clan, and belonged to the United Somali Congress. He underwent elementary and intermediate education in Hargeisa and completed his secondary education in Sheikh, and his higher education in England where he was educated at Bristol University in the UK. The Habr Awal, also contemporarily known as the Subeer Awal, and alternately romanized as the Zubeyr Awal ( so, Habar Awal, ar, هبر أول, Full Name: '' Zubeyr ibn Abd al-Raḥmān ibn ash- Shaykh Isḥāq ibn Aḥmad)'' is a major clan of the wider Isaaq clan family, and is further divided into eight sub-clans of whom the two largest and most prominent are the Sa'ad Musa and Issa Musa sub-clans. Berbera (; so, Barbara, ar, بربرة) is the capital of the Sahil region of Somaliland and is the main sea port of the country. Berbera is a coastal city and was the former capital of the British Somaliland protectorate before Hargeisa. Las Anod ( so, Laascaanood; ar, لاسعانود) is the administrative capital of the Sool region of Somaliland. Territorial dispute The city is disputed by Puntland and Somaliland. The former bases its claim due to the kinship ties between the Dhulbahante clan and the dominant clan in Puntland, the Majeerteen, whilst the latter's claim is grounded on the border of the former British Somaliland Protectorate. The city was the proclaimed capital of Khatumo State throughout its existence until its dissolvement in 2017.
