South Essex Partnership University NHS Foundation Trust was an NHS foundation trust providing mental health, learning disability, social care and community services across Bedfordshire, Essex, Luton and Suffolk, England. It was involved in running the Aldeburgh Cottage Hospital in Suffolk through a partnership or joint venture with Serco and others. It was named by the ''Health Service Journal'' as one of the top hundred NHS trusts to work for in 2015. At that time it had 5,084 full-time equivalent staff and a sickness absence rate of 5.07%. 65% of staff recommend it as a place for treatment and 55% recommended it as a place to work. Mental Health Trust
A mental health trust provides health and social care services for people with mental health disorders in England. There are 54 mental health trusts. They are commissioned and funded by clinical commissioning groups. Patients usually access the services of mental health trusts through their GP (primary care medical doctor) or via a stay in hospital. Most of the services are for people who live in the region, although there may be specialist services for the whole of the UK or services that accept national referrals. Mental Health Trusts may or may not provide inpatient psychiatric hospital services themselves (they may form part of a general hospital run by a hospital trust). Community Health Trust
As part of the English NHS programme of separating the provision of services from commissioning known as Transforming Community Services a number of community health trusts were established when these services were separated from primary care trusts. This was one of a number of options taken. In some places community services were transferred to an existing mental health trust or hospital trust. In South West England there was considerable pressure for staff to establish social enterprises such as Peninsula Community Health to take on these services. Campaigners in Gloucestershire successfully challenged the decision to establish a social enterprise to provide community health services there in 2012. A foundation trust is a semi-autonomous organisational unit within the National Health Service in England. They have a degree of independence from the Department of Health and Social Care (and, until the abolition of SHAs in 2013, their local strategic health authority). As of March 2019 there were 151 foundation trusts. Luton
Luton () is a town and unitary authority with borough status, in Bedfordshire, England. At the 2011 census, the Luton built-up area subdivision had a population of 211,228 and its built-up area, including the adjacent towns of Dunstable and Houghton Regis, had a population of 258,018. It is the most populous town in the county, from the County Towns of Hertford, from Bedford and from London. The town is situated on the River Lea, about north-north-west of London. Suffolk

The Aldeburgh Cottage Hospital is located at Park Road, Aldeburgh, Suffolk in England. Its 20 beds are currently run by Suffolk Community Healthcare, which in turn is run by Serco, an outsourcing company.
