Robert Arugay Empedrad (born February 3, 1964) is a retired Philippine Navy admiral who served as the Administrator of the Maritime Industry Authority (MARINA) under the Duterte administration. The Phil Bucklew Naval Special Warfare Center (NSWC, also known as "The Center") is a component command of the United States Naval Special Warfare Command, United States Navy.
