Raz Mohammed Dalili
Raz Mohammed Dalili (born 1959) was the former governor of Paktia Province in Afghanistan from 2002 until 2004. His arrival as governor in the capital Gardez was delayed as local militia leader, and previous governor, Pacha Khan Zadran refused to let him into the city of Dalili eventually successfully served for two years. He is an ethnic Pashtun. Role in the death in custody of Jamal Naseer An 18-year-old Afghan militia soldier, named Jamal Naseer, was captured with seven other militia-men in March 2003. Paktia (Pashto/Dari: – ''Paktyā'') is one of the 34 provinces of Afghanistan, located in the east of the country. Forming part of the larger Loya Paktia region, Paktia Province is divided into 15 districts and has a population of roughly 623,000, which is mostly a tribal society living in rural areas. Pacha Khan Zadran
Pacha Khan Zadran ( ps, پاچا خان ځدراڼ) is a militia leader and a politician in the southeast of Afghanistan. He was an ex anti-Soviet-fighter militia leader who played a role in driving the Taliban from Paktia Province in the 2001 invasion, with American backing, and he subsequently assumed the governorship of the province. In 2002, he engaged in a violent conflict with rival tribal leaders in the province over the Governorship of the province, shelling Gardez City and obstructing two separate appointed governors sent by Hamid Karzai. Jamal Naseer
Jamal Nasser (c. 1985 – March 16, 2003) was an Afghan soldier who died in United States' custody at a firebase in Gardez on March 16, 2003. In 2004, eighteen months after his death, when Nasser's death in custody was brought to the attention of American headquarters, his death was attributed to a kidney infection. Later, an investigation determined that the account of death by natural causes was a fiction, the result of collusion among the GIs in the Special Forces unit who had custody of Nasser when he died. After a two-year investigation, no one was held responsible for his death. Reprimands were filed in the dossiers of several GIs for the failure to report his death. Assadullah Wafa (born Kandahar) is the former governor of the Afghan province of Helmand, and formerly governor of Kunar Province of Afghanistan and a previous governor of the Paktia Province where he was succeeded by Hakim Taniwal.
