The Ministry of Foreign Affairs ( Sinhala: විදේශ කටයුතු අමාත්යාංශය ''Vidhesha Katayuthu Amathyanshaya''; Tamil: வெளிநாட்டலுவல்கள் அமைச்சு) (also known as the Foreign Ministry or External Affairs Ministry) is a cabinet ministry of the Government of Sri Lanka responsible for conducting and managing Sri Lanka's foreign relations through oversight of its missions abroad via the Sri Lanka Overseas Service, as well as drafting and general implementation of the nation's foreign policy. History The ministry was formally established in 1948 following the independence of Ceylon as the Ministry of External Affairs and Defence, coming under the direct control of the Prime Minister of Ceylon. Sri Lanka Overseas Service
The Sri Lanka Overseas Service (SLOS) ( Sinhala: ශ්රී ලංකා විදේශ සේවය; śrī laṁkā vidēśa sēvaya) which is most commonly referred to as the ''Sri Lanka Foreign Service'' is the foreign service of Sri Lanka. It is the body of career diplomats of Sri Lanka. The Permanent Secretary of the Ministry of Foreign Affairs is also the head of the foreign service. History Established on 1 October 1949 after the independence of Ceylon in 1948 as the Ceylon Overseas Service with the recruitment of its first batch of cadets. The service was dealt with foreign affairs, as opposed to the older Ceylon Civil Service, which dealt with domestic affairs. Jayanath Colombage
Admiral Jayanath Colombage, RSP, VSV, USP, FNI is a Sri Lankan flag officer and diplomat. He was the Secretary of the Ministry of Foreign Affairs (Foreign Secretary) until 2022, prior to which he served as Additional Secretary to the President for foreign relations. A career naval officer, he had served as the Commander of the Sri Lankan Navy, the professional head of the navy from September 2012 to June 2014. The Sri Lanka Administrative Service (SLAS) (Sinhala language, Sinhala: ශ්රී ලංකා පරිපාලන සේවය; śrī laṁkā paripālana sēvaya) is the key administrative service of the Government of Sri Lanka, with civil servants working for both in the Central Government as well as in the provincial councils. It was formed as the ''Ceylon Administrative Service'' (CAS) in 1963 as the successor to the Ceylon Civil Service which was abolished on May 1, 1963. It is the senior of the Public Services of Sri Lanka, public services. Thelmuth Harris Wilhelm Woutersz (19 July 1939 - 16 November 2003) was a prominent Sri Lankan diplomat and civil servant, who served as the Permanent Secretary to the Ministry of Foreign Affairs of Sri Lanka. Rodney Clement Austen Vandergert (11 May 1935 – 4 May 2009) was a prominent Sri Lankan diplomat and civil servant, who served as the Permanent Secretary to the Ministry of Foreign Affairs of Sri Lanka and Chairman of the Public Service Commission. He had served as Sri Lankan High Commissioner to Canada and Ambassador to People’s Republic of China & Soviet Union. Bernard Tilakaratna
Bernard Tilakaratna, SLOS (1927–2004) was a senior diplomat and bureaucrat of the Sri Lankan government. He was an ambassador to many countries and prior to retirement was the permanent secretary to Ministry of Foreign Affairs. Early life He was born on 8 December 1927 in Sri Lanka and schooled at St Thomas' College, Mount Lavinia. He then enrolled into the University of Ceylon, where he obtained his B.A. Degree. Diplomatic career He joined the Ceylon Foreign Service in May 1951. In various capacities, he served in the Sri Lanka Foreign Ministry and missions abroad. Abdul Cader Shahul Hameed (10 April 1927 – 3 September 1999) was a Sri Lankan diplomat and prominent political figure. He served as Minister of Foreign Affairs of Sri Lanka from 1977 to 1989; and from 1993 to 1994. In the intervening period he was Minister of Justice & Higher Education of Sri Lanka. Born on 10 April 1927 in Kurugoda, Akurana, he was educated at St. Anthony's College, Katugastota; Vijay College, Matale and Zahira College, Matale. Joining the United National Party in 1956 and contested the March 1960 general election from Akurana and was elected to parliament.
