Esala Ruwan Weerakoon is a Sri Lankan diplomat who is the current SAARC Secretary General, in office since March 2020. He served as permanent secretary to the Ministry of Tourism Development and permanent secretary of the Ministry of Foreign Affairs and as Sri Lankan High Commissioner to India and ambassador to Norway. The Sri Lanka Overseas Service (SLOS) ( Sinhala: ශ්රී ලංකා විදේශ සේවය; śrī laṁkā vidēśa sēvaya) which is most commonly referred to as the ''Sri Lanka Foreign Service'' is the foreign service of Sri Lanka. It is the body of career diplomats of Sri Lanka. The Permanent Secretary of the Ministry of Foreign Affairs is also the head of the foreign service. History Established on 1 October 1949 after the independence of Ceylon in 1948 as the Ceylon Overseas Service with the recruitment of its first batch of cadets. The service was dealt with foreign affairs, as opposed to the older Ceylon Civil Service, which dealt with domestic affairs. The High Commissioner of Sri Lanka to India is the Sri Lankan envoy to India. Countries belonging to the Commonwealth of Nations typically exchange High Commissioners, rather than Ambassadors. Though there are a few technical differences (for instance, whereas Ambassadors present their diplomatic credentials to the host country's head of state, High Commissioners are accredited to the head of government), they are in practice one and the same office. SAARC Secretary General
Secretary-General of the South Asian Association for Regional Cooperation, is head of a SAARC Secretariat, which is headquartered in Kathmandu, Nepal. SAARC is an economic and geopolitical union between the eight South Asian member nations, Afghanistan, Bangladesh, Bhutan, India, Maldives, Nepal, Pakistan and Sri Lanka.
