Bernard Tilakaratna
Bernard Tilakaratna, SLOS (1927–2004) was a senior diplomat and bureaucrat of the Sri Lankan government. He was an ambassador to many countries and prior to retirement was the permanent secretary to Ministry of Foreign Affairs. Early life He was born on 8 December 1927 in Sri Lanka and schooled at St Thomas' College, Mount Lavinia. He then enrolled into the University of Ceylon, where he obtained his B.A. Degree. Diplomatic career He joined the Ceylon Foreign Service in May 1951. In various capacities, he served in the Sri Lanka Foreign Ministry and missions abroad. Tilakaratna was in India during the height of the terrorist conflict in Sri Lanka and had to negotiate with the Indian Government on many occasions. In Thimphu, Bhutan, he attended peace talks with the terrorist organisation, Liberation Tamil Tigers Eelam (LTTE) He was appointed as Foreign Secretary to the Ministry of Sri Lanka, which he served under President Ranasinghe Premadasa. Sri Lanka Overseas Service
The Sri Lanka Overseas Service (SLOS) ( Sinhala: ශ්රී ලංකා විදේශ සේවය; śrī laṁkā vidēśa sēvaya) which is most commonly referred to as the ''Sri Lanka Foreign Service'' is the foreign service of Sri Lanka. It is the body of career diplomats of Sri Lanka. The Permanent Secretary of the Ministry of Foreign Affairs is also the head of the foreign service. History Established on 1 October 1949 after the independence of Ceylon in 1948 as the Ceylon Overseas Service with the recruitment of its first batch of cadets. The service was dealt with foreign affairs, as opposed to the older Ceylon Civil Service, which dealt with domestic affairs. High Commissioners Of Sri Lanka To India
The High Commissioner of Sri Lanka to India is the Sri Lankan envoy to India. Countries belonging to the Commonwealth of Nations typically exchange High Commissioners, rather than Ambassadors. Though there are a few technical differences (for instance, whereas Ambassadors present their diplomatic credentials to the host country's head of state, High Commissioners are accredited to the head of government), they are in practice one and the same office. Prior to the establishment of formal diplomatic ties with India after Ceylon gained independence in 1948, the Government of British Ceylon maintained an official representative to the British Raj in India from 1942 to 1948.
