Xu Shiying
Xu Shiying (; September 10, 1873 – October 13, 1964, also romanized as Hsu Shih-ing) was a Chinese people, Chinese Kuomintang politics of the Republic of China, politician who served as Premier of the Republic of China, Premier of the Republic of China (1912–1949), Republic of China from December 26, 1925, to March 4, 1926. He is known as a staunch believer in the rule of law and Western-style legal tenets. Xu contributed to the modernization of the Judiciary, judicial system in China and for initiating prison reform during the presidency of Yuan Shikai. Biography Xu was born on September 10, 1873, in Guichi District, Guichi (Kweichih), Anhwei province. He began his career at the Law Compilation Bureau, in the Board of Justice in 1897. After a year, he was appointed to the Board of Punishments. By the age of 25, he was made a Senior Licentiate of the Qing dynasty. Fengtian Province
Liaoning () is a coastal province in Northeast China that is the smallest, southernmost, and most populous province in the region. With its capital at Shenyang, it is located on the northern shore of the Yellow Sea, and is the northernmost coastal province of the People's Republic of China. Shen Jiaben
Shen Jiaben (, 1840 – 1913), alias Jiyi (), was a Late Qing Chinese politician and jurist from Huzhou, Zhejiang province. Shen became a jinshi in 1883. He had been once the Prefect of Tianjin during 1893–7, then the Vice Minister of Justice. He was appointed to be the Secretary of Enactment (修訂法律大臣 or 修律大臣) together with Wu Tingfang. He requested the throne to reorganize the Codification Office into the Enactment Office. He led the translations of foreign laws there after it was ratified. Shen and Wu were in charge of the 1905 revision of the Qing Code, abolishing several cruel means of punishment such as "slow slicing" ( lingchi). Yuan Shikai
Yuan Shikai (; 16 September 1859 – 6 June 1916) was a Chinese military and government official who rose to power during the late Qing dynasty and eventually ended the Qing dynasty rule of China in 1912, later becoming the Emperor of China. He first tried to save the dynasty with a number of modernization projects including bureaucratic, fiscal, judicial, educational, and other reforms, despite playing a key part in the failure of the Hundred Days' Reform.
