The United States special envoy for Haiti is a diplomatic position within the United States Department of State created after the assassination of Jovenel Moïse. Daniel Lewis Foote is an American diplomat and career member of the Senior Foreign Service who was the United States Special Envoy for Haiti from July to September 2021. He formerly served as the United States Ambassador to Zambia. Early life and education A native of Syracuse, New York, Foote graduated from Williamsville East High School in 1981. He attended Columbia University, where he was a member of the school's football and track and field teams and graduated with a Bachelor of Arts degree in economics. Career Foote began his career as a natural gas trader and broker. In 1992, he became a Peace Corps volunteer in Sopachuy, Bolivia. He later taught high school Spanish and coached football and track in Northern California. In 1998, Foote joined the United States Department of State. Assassination Of Jovenel Moïse
Jovenel Moïse, the president of Haiti, was assassinated on 7 July 2021 at 1 a.m. EDT (UTC−04:00) at his residence. A group of 28 foreign mercenaries, mostly Colombians, are alleged to be responsible for the killing. First Lady Martine Moïse was also shot multiple times in the attack, and was airlifted to the United States for emergency treatment. Later in the day, USGPN (L'Unité de Sécurité Générale du Palais National, or The General Security Unit of the National Palace, headed by Dimitri Herard) killed three of the suspected assassins and arrested 20 more. A manhunt is ongoing for other gunmen as well as the masterminds of the attack.
