Pétion-Ville
Pétion-Ville ( ht, Petyonvil) is a commune and a suburb of Port-au-Prince, Haiti, in the hills east and separate from the city itself on the northern hills of the Massif de la Selle. Founded in 1831 by president Jean-Pierre Boyer, it was named after Alexandre Sabès Pétion (1770–1818), the Haitian general and president later recognized as one of the country's four founding fathers. The district is primarily a residential and touristic area. It had a population of 283,052 at the 2003 Census, which was officially estimated to have reached 376,834 in 2015. Many diplomats, foreign businessmen, and wealthy citizens engage in business and reside in Pétion-Ville. Despite the distance from the capital and the general affluence of the district, the lack of administrative enforcement has led to the formation of shantytowns on the outer edges of the district, as poor locals migrate upward and have settled there in search of job opportunities. Coup D'état
A coup d'état (; French for 'stroke of state'), also known as a coup or overthrow, is a seizure and removal of a government and its powers. Typically, it is an illegal seizure of power by a political faction, politician, cult, rebel group, military, or a dictator. Many scholars consider a coup successful when the usurpers seize and hold power for at least seven days. Etymology The term comes from French ''coup d'État'', literally meaning a 'stroke of state' or 'blow of state'. In French, the word ''État'' () is capitalized when it denotes a sovereign political entity. Although the concept of a coup d'état has featured in politics since antiquity, the phrase is of relatively recent coinage.Julius Caesar's civil war, 5 January 49 BC. Rule By Decree
Rule by decree is a style of governance allowing quick, unchallenged promulgation of law by a single person or group. It allows the ruler to make or change laws without legislative approval. While intended to allow rapid responses to a crisis, rule by decree is often abused by authoritarian leaders to weaken democratic institutions or even establish dictatorships. When a state of emergency, such as martial law, is in place, rule by decree is common. While rule by decree is easily susceptible to the whims and corruption of the person in power, it is also highly efficient: a law can take weeks or months to pass in a legislature, but can be edited with ease by a leader ruling by decree. This is what makes it valuable in emergency situations. Thus, it is allowed by many constitutions, including the French, Argentine, Indian and Hungarian constitutions. The expression is also sometimes used when describing actions of democratic governments that are perceived to unduly bypass parliame ... Constitutional Crisis
In political science, a constitutional crisis is a problem or conflict in the function of a government that the political constitution or other fundamental governing law is perceived to be unable to resolve. There are several variations to this definition. For instance, one describes it as the crisis that arises out of the failure, or at least a strong risk of failure, of a constitution to perform its central functions. The crisis may arise from a variety of possible causes. For example, a government may want to pass a law contrary to its constitution; the constitution may fail to provide a clear answer for a specific situation; the constitution may be clear but it may be politically infeasible to follow it; the government institutions themselves may falter or fail to live up to what the law prescribes them to be; or officials in the government may justify avoiding dealing with a serious problem based on narrow interpretations of the law.
