United Nations Security Council Resolution 1249
United Nations Security Council resolution 1249, adopted on 25 June 1999, after examining the application of the Republic of Nauru for membership in the United Nations, the Council recommended to the General Assembly that Nauru be admitted, bringing total membership of the United Nations to 187. Resolution 1249 was adopted by 14 votes to none against and one abstention from China which said it could not support the recommendation (due to Nauru's close diplomatic ties to Taiwan) but would not veto it in the interests of the people of both countries. Nauru ( or ; na, Naoero), officially the Republic of Nauru ( na, Repubrikin Naoero) and formerly known as Pleasant Island, is an island country and microstate in Oceania, in the Central Pacific. Abstention
Abstention is a term in election procedure for when a participant in a vote either does not go to vote (on election day) or, in parliamentary procedure, is present during the vote, but does not cast a ballot. Abstention must be contrasted with " blank vote", in which a voter casts a ballot willfully made invalid by marking it wrongly or by not marking anything at all. A "blank (or white) voter" has voted, although their vote may be considered a spoilt vote, depending on each legislation, while an abstaining voter has not voted. United Nations Security Council Veto Power
The United Nations Security Council veto power is the power of the five permanent members of the UN Security Council ( China, France, Russia, the United Kingdom, and the United States) to veto any "substantive" resolution. They also happen to be the nuclear-weapon states (NWS) under the terms of the Treaty on the Non-Proliferation of Nuclear Weapons. However, a permanent member's abstention or absence does not prevent a draft resolution from being adopted. This veto power does not apply to "procedural" votes, as determined by the permanent members themselves. A permanent member can also block the selection of a Secretary-General, although a formal veto is unnecessary since the vote is taken behind closed doors. The veto power is controversial.
