Terrorism Insurance
Terrorism insurance is insurance purchased by property owners to cover their potential losses and liabilities that might occur due to terrorist activities. It is considered to be a difficult product for insurance companies, as the odds of terrorist attacks are very difficult to predict and the potential liability enormous. For example, the September 11, 2001 attacks resulted in an estimated $31.7 billion loss. This combination of uncertainty and potentially huge losses makes the setting of premiums a difficult matter. Most insurance companies therefore exclude terrorism from coverage in casualty and property insurance, or else require endorsements to provide coverage. It is a form of risk management, primarily used to hedge against the risk of a contingent or uncertain loss. The Real Estate Roundtable is a non-profit public policy organization based in Washington, D.C. that represents the interests of real estate. Pool Reinsurance Company Limited, also known as Pool Re, was set up in 1993 by the insurance industry in cooperation with the UK Government in the wake of the Provisional Irish Republican Army, IRA Baltic Exchange bomb, bombing of the Baltic Exchange in 1992. Pool Re is a mutual reinsurer whose members comprise the vast majority of insurers and Lloyd's of London, Lloyd’s Syndicates which offer commercial property insurance in the UK, with membership of the scheme affording them a guarantee which ensures that they can provide cover for losses resulting from acts of terrorism, regardless of the scale of the claims. The Scheme, which was the first public/private partnership to cover insured losses caused by acts of terrorism, is owned by its members but is underpinned by a HM Treasury commitment to support Pool Re if ever it has insufficient funds to pay a legitimate claim. Baltic Exchange Bombing
The Baltic Exchange bombing was an attack by the Provisional IRA on the City of London, Britain's financial centre, on 10 April 1992, the day after the General Election which re-elected John Major from the Conservative Party as Prime Minister. The one-ton bomb – concealed in a large white truck and consisting of a fertilizer device wrapped with a detonation cord made from of semtex – was the biggest bomb detonated on mainland Britain since World War II. The bombing killed three people, injured 91 others, and severely damaged the Baltic Exchange and its surroundings.
