The electoral district of Lowan is a rural Victorian Legislative Assembly (Lower House) electoral district of the Victorian Parliament. It is located within the Western Victoria Region of the Legislative Council. It was initially created by the Electoral Act Amendment Act 1888, taking effect at the 1889 elections. It is the state’s biggest electorate by area, covering about 41,858 km². Lowan includes the country towns of Casterton, Coleraine, Dartmoor, Dimboola, Hamilton, Horsham, Jeparit, Kaniva, Nhill and Rainbow. The current seat was established in 2002 although several previous seats held the same name. The current member is The Nationals' Emma Kealy. Horsham () is a regional city in the Wimmera region of western Victoria, Australia. Located on a bend in the Wimmera River, Horsham is approximately northwest of the state capital Melbourne. The Shire of Hindmarsh is a local government area in Victoria, Australia, located in the western part of the state. It covers an area of and in June 2018 had a population of 5,645, having fallen from 5,852 in June 2013. It includes the towns of Dimboola, Nhill, Rainbow and Jeparit. It was formed in 1995 from the amalgamation of the Shire of Lowan and Shire of Dimboola. The Country Fire Authority (CFA) is a volunteer fire service responsible for fire suppression, rescues, and response to other accidents and hazards across most of the state Victoria, Australia. CFA comprises over 1,200 brigades organised in 21 districts, and shares responsibility for fire services with Fire Rescue Victoria (FRV), which employs full-time paid firefighters in major urban areas; and Forest Fire Management Victoria (FFMV), which manages fire prevention and suppression on Victoria's public lands.
