Taluks
A tehsil (, also known as tahsil, taluka, or taluk) is a local unit of administrative division in some countries of South Asia. It is a subdistrict of the area within a district including the designated populated place that serves as its administrative centre, with possible additional towns, and usually a number of villages. The terms in India have replaced earlier terms, such as ''pargana'' (''pergunnah'') and ''thana''. In Andhra Pradesh and Telangana, a newer unit called mandal (circle) has come to replace the system of tehsils. It is generally smaller than a tehsil, and is meant for facilitating local self-government in the panchayat system. In West Bengal, Bihar, Jharkhand, community development blocks are the empowered grassroots administrative unit, replacing tehsils. Mandal in Andhra Pradesh, India is a sub-District. History The Mandal system came into existence as an administrative reform, as part of reducing the size of erstwhile taluks and making them more effective and manageable. The decentralisation of taluks into mandals was done with a two-pronged strategy of modernising the revenue administration, record-keeping as well as further decentralising the panchayati raj system. It was hoped that the division of erstwhile large Talukas into mandals could make them more manageable, and also that the administration of the state government, especially the revenue administration, will become monitored closely. In India, a Community development block (CD block) or simply Block is a sub-division of Tehsil, administratively earmarked for planning and development. The area is administered by a Block Development Officer (BDO), supported by several technical specialists and village-level workers. Revenue Block
Revenue blocks, revenue circles, ''firka'', or ''patwar circles'' are the local revenue sub-divisions of the various districts of the states of India. These blocks should not be confused with the similar Panchayath union blocks (Blocks) and ''taluks''. The revenue blocks exist to simplify local administration, and each consists of a small number of revenue villages, governed by a Revenue Inspector. The Revenue Inspector is charged with a number of key administrative roles, most notably the identification and collection of tax revenue. Sometimes the land area in a revenue circle is identified as an ILRC (Inspector Land Revenue Circle) for administrative purposes. In India and Pakistan, a Tehsildar or Mamlatdar is a tax officer accompanied by revenue inspectors. They are in charge of obtaining taxes from a tehsil with regard to land revenue. A tehsildar is also known as an executive magistrate of the relevant tehsil. The immediate subordinate of a tehsildar is known as a ''naib tehsildar''. This is akin to an additional deputy commissioner. Etymology The term is assumed to be of Mughal origin and is perhaps a union of the words "tehsil" and "dar".
