Regional Transmission Organization
A regional transmission organization (RTO) in the United States is an electric power transmission system operator (TSO) that coordinates, controls, and monitors a multi-state electric grid. The transfer of electricity between states is considered interstate commerce, and electric grids spanning multiple states are therefore regulated by the Federal Energy Regulatory Commission (FERC). The voluntary creation of RTOs was initiated by FERC Order No. 2000, issued on December 20, 1999. The purpose of the RTO is to promote economic efficiency, reliability, and non-discriminatory practices while reducing government oversight. An independent system operator (ISO) is similarly an organization formed at the recommendation of FERC. Transmission Congestion
Electricity transmission congestion is a condition of the electrical grid that prevents the accepted or forecasted load schedules from being implemented due to the grid configuration and equipment performance limitations. In simple terms, congestion occurs when overloaded transmission lines are unable to carry additional electricity flow due to the risk of overheating and the transmission system operator (TSO) has to direct the providers to adjust their dispatch levels to accommodate the constraint or in an electricity market a power plant can produce electricity at a competitive price but cannot transmit the power to a willing buyer. NBSO
The New Brunswick System Operator (NBSO) was an independent not-for-profit statutory corporation created under New Brunswick's Electricity Act on October 1, 2004. Under the Act, the NBSO was responsible for the adequacy and reliability of the integrated electricity system, and for facilitating the development and operation of the New Brunswick Electricity Market. These responsibilities took the form of operation of the NBSO-controlled grid and administration of the Open Access Transmission Tariff (Tariff) and the New Brunswick Electricity Market Rules. Hydro One Limited is an electricity transmission and distribution utility serving the Canadian province of Ontario. Hydro One traces its history to the early 20th century and the establishment of the Hydro-Electric Power Commission of Ontario (renamed "Ontario Hydro" in 1974). In October 1998, the provincial legislature passed the ''Energy Competition Act'' which restructured Ontario Hydro into separate entities responsible for electrical generation, transmission/delivery, and price management with a final goal of total privatization. The Independent Electricity System Operator (IESO) is the Crown corporation responsible for operating the electricity market and directing the operation of the bulk electrical system in the province of Ontario, Canada. It is one of seven independent system operators in North America. The IESO was established in April 1999 as the Independent Electricity Market Operator (IMO) under the government of Ontario during the premiership of Mike Harris in preparation for deregulation of the province's electrical supply and transmission system. AESO
The Alberta Electric System Operator, (AESO), is the non-profit organization responsible for operating Alberta, Canada's power grid. AESO oversees the planning and operation of the Alberta Interconnected Electric System (AIES) in a "safe, reliable, and economical" manner. It is mandated by provincial legislation to act in the public interest and cannot own any transmission, distribution or generation assets. One of AESO's responsibilities is to manage system load in the case where shortfalls in supply or excessive demand for electricity threaten the integrity of the power grid. In this case AESO can direct power companies to shed load temporarily through measures such as rolling blackouts. PJM Interconnection LLC (PJM) is a regional transmission organization (RTO) in the United States. It is part of the Eastern Interconnection grid operating an electric transmission system serving all or parts of Delaware, Illinois, Indiana, Kentucky, Maryland, Michigan, New Jersey, North Carolina, Ohio, Pennsylvania, Tennessee, Virginia, West Virginia, and the District of Columbia.
