Ricardo Setaro
Ricardo Manlio Leonidas Setaro (1903–1975) was an Argentinian who served as deputy chief of the Latin American department of CBS Radio during World War II and maintained a covert relationship with Soviet intelligence, including Iosif Grigulevich. Setaro entered the United States in 1942 to study journalism. He had previously operated a news agency in Buenos Aires which distributed TASS News Agency dispatches. A 1943 deciphered Venona message identifies Setaro as a courier for KGB funds which list as expenditures "maintenance of the Apparat" and " operational work". A 1944 New York KGB message to Moscow stated, Setaro is working as deputy chief of the Latin American department of the Columbia Broadcasting System. He was used by us earlier for the most part on liaison with Arthur, as a meeting point for couriers. NKVD
The People's Commissariat for Internal Affairs (russian: Наро́дный комиссариа́т вну́тренних дел, Naródnyy komissariát vnútrennikh del, ), abbreviated NKVD ( ), was the interior ministry of the Soviet Union. Established in 1917 as NKVD of the Russian Soviet Federative Socialist Republic, the agency was originally tasked with conducting regular police work and overseeing the country's prisons and labor camps. It was disbanded in 1930, with its functions being dispersed among other agencies, only to be reinstated as an all-union commissariat in 1934. Iosif Grigulevich
Iosif Romualdovich Grigulevich (russian: Иосиф Ромуальдович Григулевич; May 5, 1913 – June 2, 1988) was a Soviet secret police (NKVD) operative active between 1937 and 1953, when he played a role in assassination plots against Communist and Bolshevik individuals who were not loyal to Joseph Stalin. This included the murders of claimed and actual Trotskyists during the Spanish Civil War including Andreu Nin Pérez, and an initial, failed assassination attempt against Leon Trotsky in Mexico. Under the false identity of Teodoro B. Castro, a wealthy Costa Rican expatriate living in Rome, Grigulevich served as the ambassador of Costa Rica to both Italy and Yugoslavia (1952–1954). His mission was to assassinate Yugoslav leader Josip Broz Tito but the mission was aborted following Stalin's death in 1953. Venona
The Venona project was a United States counterintelligence program initiated during World War II by the United States Army's Signal Intelligence Service (later absorbed by the National Security Agency), which ran from February 1, 1943, until October 1, 1980. It was intended to decrypt messages transmitted by the intelligence agencies of the Soviet Union (e.g. the NKVD, the KGB, and the GRU). Initiated when the Soviet Union was an ally of the US, the program continued during the Cold War, when the Soviet Union was considered an enemy. During the 37-year duration of the Venona project, the Signal Intelligence Service decrypted and translated approximately 3,000 messages. Covert Operation
A covert operation is a military operation intended to conceal the identity of (or allow plausible deniability by) the party that instigated the operation. Covert operations should not be confused with clandestine operations, which are performed in secret and meant to stay secret. Covert operations aim to secretly fulfill their mission objectives without anyone knowing who sponsored or carried out the operation, or in some cases, without anyone knowing that the operation has even occurred.
