Polysynodial System
The Polysynodial System or Polysynodial Regime ( es, régimen polisinodial, links=no) or System of Councils was the way of organization of the composite monarchy ruled by the Catholic Monarchs and the Spanish Habsburgs, which entrusted the central administration in a group of collegiate bodies (councils) already existing or created ''ex novo''. Most of the councils were formed by lawyers trained in academic study of Roman law. After its creation in 1521 (and 1526 revamp), the Council of State, chaired by the monarch and formed by the high nobility and clergy, became the supreme body of the monarchy. The polysynodial system met its demise in the early 18th century in the wake of the promulgation of the Nueva Planta decrees by the incoming Bourbon dynasty, which organized a system underpinned by Secretaries of State. Organization Its origin goes back to the Middle Ages in the consultative bodies of the crowns of Castile, Aragon and Navarre. The basic mechanism of operation was the el ...

Junta Suprema Central
In the Napoleonic era, junta () was the name chosen by several local administrations formed in Spain during the Peninsular War as a patriotic alternative to the official administration toppled by the French invaders. The juntas were usually formed by adding prominent members of society, such as prelates, to the already-existing '' ayuntamientos'' (municipal councils). The juntas of the capitals of the traditional peninsular kingdoms of Spain styled themselves "Supreme Juntas", to differentiate themselves from, and claim authority over, provincial juntas. Juntas were also formed in Spanish America during this period in reaction to the developments in Spain. The juntas were not necessarily revolutionary, least of all anti-monarchy or democratically elected. By way of example, the junta in Murcia comprised the bishop, an archdeacon, two priors, seven members of the old city council, two magistrates, five prominent local aristocrats, including the Conde de Floridablanca (Charles III's ...

The concept originated during the Enlightenment period in the 18th and into the early 19th centuries. John Stuart Mill stated that despotism is a legitimate mode of government in dealing with barbarians, provided the end be their improvement. Enlightened absolutists' beliefs about royal power were typically similar to those of regular despots, both believing that they were destined to rule. Enlightened rulers may have played a part in the abolition of ser ...
