Paraguay was a one party dominant state with the Colorado Party until the Paraguayan General Election in 2008 when the opposition, Patriotic Alliance for Change, won the presidency. Paraguay (; ), officially the Republic of Paraguay ( es, República del Paraguay, links=no; gn, Tavakuairetã Paraguái, links=si), is a landlocked country in South America. It is bordered by Argentina to the south and southwest, Brazil to the east and northeast, and Bolivia to the northwest. Carlos Alberto Filizzola Pallarés (born 24 July 1959, in Asunción) is a Paraguayan politician. He has been a member of the Senate of Paraguay since 2003, and the President of the political party Party for a Country of Solidarity since its creation in 2000. The National Encounter Party ( es, Partido Encuentro Nacional, PEN) is a political party in Paraguay. History The National Encounter Movement was established on 26 October 1991. Prior to the 1993 elections the National Encounter Party was established as a coalition of the Revolutionary Febrerista Party, the Christian Democratic Party, Asuncion for All and a breakaway faction of the Colorado Party.
