Ousmane Sy
Ousmane Sy (born May 25, 1949) is a Malian politician. Ousmane Sy was born in Bandiagara, Mali. He received his higher education in France. He holds a Doctorate in Economic and Social Development (University of Paris I) and two advanced Diplomas with specializations in agricultural development (Paris I) and agricultural economics ( ISTOM, Le Havre). Sy was appointed as an expert adviser to the United Nations Development Programme and later headed the Commission for Decentralization and Institutional Reform in Mali. He served as Minister for Territorial Administration and Local Communities under President Alpha Oumar Konaré. He was in charge of the Malian presidential elections in 2002, which were won by Amadou Toumani Toure. The elections were said by critics to be fraudulent. Mr Sy is on record as saying that he could neither confirm nor deny whether there was rigging in those elections. Bandiagara
Bandiagara () is a small town and urban commune in the Mopti Region of Mali. The name translates roughly to "large eating bowl"—referring to the communal bowl meals are served in. Mainly on its Bandiagara Escarpment it has about 2,000 speakers of the vibrant Bangime language, an isolate used mainly as an anti-language; it has the highest point of the country. Bandiagara is 65 km east-southeast of Mopti. A seasonal river, the Yamé, flows in a northeasterly direction through the town. Alpha Oumar Konaré (born 2 February 1946) is a Malian politician, who served as President of Mali for two five-year terms from 1992 to 2002 and was Chairperson of the African Union Commission from 2003 to 2008.
