Ole Jacob Frich
Ole Jacob Frich (4 June 1954 – 19 August 2015) was a Norwegian communications director and politician for the Labour Party. Frich was born in Cooma, Australia. He took his education at Sagene Teachers' College. In politics, he has been a city councillor (''kommunalråd'') in Oslo. From 1992 to 1996 he served in Brundtland's Third Cabinet as a State Secretary in the Ministry of Health and Social Affairs. Oslo

In Norway, a state secretary ( no, statssekretær) is a partisan political position within the executive branch of government. Contrary to the position secretary of state in many other countries, a Norwegian state secretary does not head his or her ministry, rather, they are second in rank to a minister. Resembling a ''de facto'' vice minister, the state secretary, however, cannot attend a Council of State, and does not act as a temporary minister in case of illness or other leave of absence.
