In the Netherlands, the English language can be spoken by the vast majority of the population, with estimates of English proficiency reaching anywhere from 90% to 93% of the Dutch population. Contributing factors for the high degree of English fluency are the similarity of the two languages, the country's small size, dependence on international trade, and the use of subtitles for foreign languages on television, rather than audio dubbing. The European Charter for Regional or Minority Languages (ECRML) is a European treaty (CETS 148) adopted in 1992 under the auspices of the Council of Europe to protect and promote historical regional and minority languages in Europe. However, the charter does not provide any criterion or definition for an idiom to be a minority or a regional language, and the classification stays in the hands of the national state. The preparation for the charter was undertaken by the predecessor to the current Congress of Local and Regional Authorities, the Standing Conference of Local and Regional Authorities of Europe because involvement of local and regional government was essential. Dutch Low Saxon ( or ''Nederlaands Nedersaksies''; nl, Nederlands Nedersaksisch) are the Low Saxon dialects of the Low German language that are spoken in the northeastern Netherlands and are written there with local, unstandardised orthographies based on Standard Dutch orthography.
