National Antiviral Stockpile
The National Antiviral Stockpile (NAS) is a federal Government of Canada response to the needs of the health care system in case of an emergency. It is a responsibility of the Public Health Agency of Canada (PHAC). Synopsis The NAS was begun immediately after the SARS pandemic that hit hospitals in Toronto particularly hard. While province of Ontario SARS Commissioner Justice Archie Campbell refrained from issuing any recommendations to form a stockpile, such need existed in the mind of the Martin government, who tasked their newly-instantiated Chief Public Health Officer of Canada with its roll-out. Severe acute respiratory syndrome (SARS) is a viral respiratory disease of zoonotic origin caused by the severe acute respiratory syndrome coronavirus (SARS-CoV or SARS-CoV-1), the first identified strain of the SARS coronavirus species, ''severe acute respiratory syndrome–related coronavirus'' (SARSr-CoV). Biography Born in Montreal, Quebec, Campbell graduated from Osgoode Hall Law School in 1967. He worked at the Attorney General of Ontario's office as appeal counsel for the attorney general and as deputy attorney general. He later was senior policy advisor to the current Chief Justice of the Superior Court of Ontario Roy McMurtry. Outside of the AG office, Campbell worked briefly at the Parkdale Legal Clinic in 1977 and taught at Osgoode Hall. He was appointed to the bench in 1986. Campbell's notable contributions included a 1995 inquiry into the police investigation of Paul Bernardo's crimes and the 2003 SARS Commission inquiry. David Butler-Jones is a Canadian physician and public servant who served as the 1st chief public health officer of Canada from the position's formation on October 23, 2004 to June 2013. The chief public health officer was the head of the Public Health Agency of Canada (PHAC) until the 2014 omnibus budget bill, in which the 28th Canadian Ministry of Stephen Harper decided to reorganize the management structure of PHAC and institute a parallel Presidential structure to govern the organization that then could be staffed by non-medical and non-scientific personnel.
