Non-convergent Discourse
A non-convergent discourse (NCD) is a discourse in which the participants do not converge in their language, which results in the use of different languages. Alternative names for this phenomenon are asymmetric and bilingual discourse. The term was introduced by the sociologist Reitze Jonkman. He distinguishes two motivations for people to engage in an NCD: *Insufficient active knowledge of the other participants' language, combined with a good passive knowledge. It usually takes longer for a person learning a foreign language to speak it fluently than to understand it when it is being spoken. This type of NCD is common in the Germanic languages of the Scandinavian- Nordic region of Europe, where the differences between Swedish, Norwegian, and Danish are relatively small, and do not necessarily obstruct use of the participants' native languages. The same occurs between speakers of Dutch and Afrikaans and to a lesser degree between speakers of Italian and Spanish, Portuguese ... Normalized Compression Distance
Normalized compression distance (NCD) is a way of measuring the similarity between two objects, be it two documents, two letters, two emails, two music scores, two languages, two programs, two pictures, two systems, two genomes, to name a few. Such a measurement should not be application dependent or arbitrary. A reasonable definition for the similarity between two objects is how difficult it is to transform them into each other. It can be used in information retrieval and data mining for cluster analysis. Information distance We assume that the objects one talks about are finite strings of 0s and 1s. Thus we mean string similarity. Every computer file is of this form, that is, if an object is a file in a computer it is of this form. One can define the information distance between strings x and y as the length of the shortest program p that computes x from y and vice versa. This shortest program is in a fixed programming language. For technical reasons one uses the theoretica ... Nearly Completely Decomposable Markov Chain
In probability theory, a nearly completely decomposable (NCD) Markov chain is a Markov chain where the state space can be partitioned in such a way that movement within a partition occurs much more frequently than movement between partitions. Particularly efficient algorithms exist to compute the stationary distribution of Markov chains with this property. Definition Ando and Fisher define a completely decomposable matrix as one where "an identical rearrangement of rows and columns leaves a set of square submatrices on the principal diagonal and zeros everywhere else." A nearly completely decomposable matrix is one where an identical rearrangement of rows and columns leaves a set of square submatrices on the principal diagonal and ''small nonzeros'' everywhere else. Example A Markov chain A Markov chain or Markov process is a stochastic model describing a sequence of possible events in which the probability of each event depends only on the state attained in the previous ... Non-communicable Disease
A non-communicable disease (NCD) is a disease that is not transmissible directly from one person to another. NCDs include Parkinson's disease, autoimmune diseases, strokes, most heart diseases, most cancers, diabetes, chronic kidney disease, osteoarthritis, osteoporosis, Alzheimer's disease, cataracts, and others. NCDs may be chronic or acute. Most are non-infectious, although there are some non-communicable infectious diseases, such as parasitic diseases in which the parasite's life cycle does not include direct host-to-host transmission. NCDs are the leading cause of death globally. In 2012, they caused 68% of all deaths (38 million) up from 60% in 2000. About half were under age 70 and half were women. Risk factors such as a person's background, lifestyle and environment increase the likelihood of certain NCDs. Every year, at least 5 million people die because of tobacco use and about 2.8 million die from being overweight. High cholesterol accounts for roughly 2.6 million d ... National Coverage Determination
A national coverage determination (NCD) is a United States nationwide determination of whether Medicare will pay for an item or service. It is a form of utilization management and forms a medical guideline on treatment. Medicare coverage is limited to items and services that are considered "reasonable and necessary" for the diagnosis or treatment of an illness or injury (and within the scope of a Medicare benefit category). In the absence of a NCD, an item or service is covered at the discretion of the Medicare contractors based on a local coverage determination (LCD). As of 2015, local coverage determinations only become public on an appeal, and do not set a precedent. What triggers an NCD? NCDs can be requested by external parties who identify an item or service as a potential benefit (or to prevent potential harm) to Medicare beneficiaries A beneficiary (also, in trust law, '' cestui que use'') in the broadest sense is a natural person or other legal entity who receives money ... Cognitive Disorder
Cognitive disorders (CDs), also known as neurocognitive disorders (NCDs), are a category of mental health disorders that primarily affect cognitive abilities including learning, memory, perception, and problem solving. Neurocognitive disorders include delirium, mild neurocognitive disorders, and major neurocognitive disorder (previously known as dementia). They are defined by deficits in cognitive ability that are acquired (as opposed to developmental), typically represent decline, and may have an underlying brain pathology. The DSM-5 defines six key domains of cognitive function: executive function, learning and memory, perceptual-motor function, language, complex attention, and social cognition. Although Alzheimer's disease accounts for the majority of cases of neurocognitive disorders, there are various medical conditions that affect mental functions such as memory, thinking, and the ability to reason, including frontotemporal degeneration, Huntington's disease, dementia with ... National Council On Disability
The National Council on Disability (NCD) is an advisory agency on disability policy in the United States for all levels of government and for private sector entities NCD is an independent agency of the United States government headquartered in Washington, D.C. Its membership includes five presidential appointees, four congressional appointees, an executive director appointed by the chairperson, and a full-time professional staff. History In 1978, NCD was created under the original name of the National Council on the Handicapped. It was set up as an advisory body to the Department of Health, Education, and Welfare by the Comprehensive Services and Disability Amendments Act of 1978 as an amendment to the Rehabilitation Act of 1973 (29 U.S.C. 780 et seq.). In 1984, NCD was transferred to the Department of Education by the Department of Education Organization Act of 1979, and later became an independent agency in 1984 through the Rehabilitation Act Amendments of 1984 (PL 98–2 ... Seabee
United States Naval Construction Battalions, better known as the Navy Seabees, form the U.S. Naval Construction Force (NCF). The Seabee nickname is a heterograph of the initial letters "CB" from the words "Construction Battalion". Depending upon context, "Seabee" can refer to all enlisted personnel in the USN's occupational field 7 (OF-7), all personnel in the Naval Construction Force (NCF), or Construction Battalion. Seabees serve both in and outside the NCF. During World War II they were plankowner, plank-holders of both the Naval Combat Demolition Units and the Underwater Demolition Teams (UDTs). The men in the NCF considered these units to be "Seabee". In addition, Seabees served as elements of Cubs, Lions, Acorns and the United States Marine Corps. They also provided the manpower for the top secret CWS Chemical Warfare Service: Flame Tank Group Seabees, Flame Tank Group. Today the Seabees have many special task assignments starting with Camp David and the Naval Support Unit at ... New Centre-Right
New Centre-Right ( it, Nuovo Centrodestra, NCD) was a centre-right political party in Italy. The party was launched on 15 November 2013 by a group of dissidents of The People of Freedom (PdL) who opposed the party's transformation into Forza Italia (FI), which would take place the day after. The NCD leader was Angelino Alfano, who had been Silvio Berlusconi's protégé and national secretary of the PdL from 2011 to 2013. On 11 September 2014 the NCD was officially accepted into the European People's Party (EPP). On 18 March 2017, the NCD was dissolved into Popular Alternative (AP). History Background and foundation The party was formed by splinters from the PdL on 15 November 2013. Its founders, lately known as "doves" in the party, were strong supporters of Enrico Letta's government and refused to join the new Forza Italia (FI), founded upon the dissolution of the PdL. All five PdL ministers, three under-secretaries, 30 senators and 27 deputies immediately joined the NCD. Mo ...
