The Ministry of Foreign Affairs of Estonia ( et, Eesti Vabariigi Välisministeerium) is a Cabinet-level governmental agency in Estonia in charge of conducting and designing Estonian Foreign policy. History The Ministry of Foreign Affairs of Estonia was established in 1919 soon after the declaration of independence of Estonia on February 23, 1918. After the occupation of Estonia by the Soviet Union in September 1939 following the Molotov–Ribbentrop Pact in August of the same year. After establishment of the Soviet rule in Estonia, the Estonian diplomatic corps remained in exile and while a national government in exile was eventually established, the diplomatic corps in exile remained a separate institution throughout the Cold War era and the two institutions did not recognize each other. Foreign Relations Of Estonia
The Republic of Estonia gained its independence from the Russian Empire on 24 February 1918 and established diplomatic relations with many countries via membership of the League of Nations. The forcible incorporation of Estonia into the Soviet Union in 1940 was not generally recognised by the international community and the Estonian diplomatic service continued to operate in some countries. Following the restoration of independence from the Soviet Union, Russia was one of the first nations to re-recognize Estonia's independence (the first country to do so was Iceland on 22 August 1991). Olev Olesk (4 March 1921 – 18 May 2017) was a former Estonian politician. He served as the last Estonian Minister of Foreign Affairs in exile, between 1990 and 1992. Olev Olesk was born in the village of Sooküla, Peri Parish, Võru County (now part of the village of Rosma, Põlva Parish, in Põlva County). From 1942 to 1944, during the German occupation, he studied at the University of Tartu's Faculty of Law, and he was also a member of the Estonian Students' Society. On 22 September 1944, he escaped to Sweden from Salumetsa Talu on Paatsalu on Priidik Jungermann's ship ''Minnalaid'' together with 202 other refugees. Aleksander Warma Cross of Liberty (Estonia), VR I/3 (also Varma; – 23 December 1970) was an Estonian navy officer, diplomat and painter. Biography Aleksander Warma studied at marine schools of Käsmu and Narva, took a deep sea captain's exam in Riga. In 1920, he took the high school exams to the examination committee of the Tallinn Teachers' Seminar. 1920–1924 studied at the dept. of the law of Tartu University, graduated with the 1st-degree diploma, 1928 Master of Law. August Rei VR III/1 ( – 29 March 1963) was an Estonian politician, the Head of State (''Riigivanem'') of Estonia in 1928–1929, and the Prime Minister in duties of the President of Estonia in the government in exile in 1945–1963. The Estonian government-in-exile was the formally declared governmental authority of the Republic of Estonia in exile, existing from 1944 until the reestablishment of Estonian sovereignty over Estonian territory in 1991 and 1992. It traced its legitimacy through constitutional succession to the last Estonian government in power prior to the Soviet invasion of 1940. During its existence, it was the internationally recognized government of Estonia. Background The USSR occupied Estonia on June 14, 1940. Soviet authorities arrested President Konstantin Päts and deported him to the USSR where he died in prison in 1956.
