Ministry Of Defence (Namibia)
The Ministry of Defence and Veteran Affairs (MODVA) is the government department responsible for the administration of military affairs and veterans affairs in Namibia. It was established as Ministry of Defence (MOD) at Namibian independence in 1990. In 2020 the portfolio of veteran affairs was added to defence after the Ministry of Veteran Affairs had been dissolved in 2015. The first Namibian defence minister was Peter Mweshihange, the Minister of Defence and Veteran Affairs is Frans Kapofi. The political leader of MODVA is the minister while the accounting officer is the executive director (ED), deputised by a deputy executive director. The deputy ED heads the Department of Defence secretariat and administration. This department is made up of six directorates: Education and Civil Training, Construction and Maintenance, Finance, Defence Central Staff, Procurement Research and Development, and Defence Legal Advisor. The government of Namibia consists of the executive, the legislative and the judiciary branches. The Cabinet is the executive organ of government, implementing the laws of the country. It consists of the president, the prime minister and his deputy, as well as the ministers. The legislative organs of government are the National Council and the National Assembly. They make the laws of the country. The judiciary organs of government are the courts. The highest court of Namibia is the Supreme Court. There are also the high courts and lower courts. The Ministry of Veteran Affairs was a department of the Namibian government, responsible for the social and economic support of veterans of the Namibian war of independence, and for the custody of Namibian independence war history. It was established in 2006. The first veteran affairs minister was Ngarikutuke Tjiriange, until then minister without portfolio. Peter Mweshihange
Peter Mweshihange (5 May 1930 – 20 March 1998) was a Namibian revolutionary and guerrilla leader, and after Namibian independence, a politician and diplomat. He was the Namibia's first Minister of Defence from 1990 to 1995, and first ambassador to the People's Republic of China from 1996 until his death. Early life Mweshihange was born as fifth of twenty-five children on 5 May 1930 in Epinga near the border with Angola in former Ovamboland, today Ohangwena Region. In his childhood years, he developed knowledge of the local flora and considered himself to be a traditional healer, using his childhood friends as guinea pigs. Frans Kapofi
Frans Kapofi (born 25 January 1953) is a Namibian politician who since 1999 has served in various positions in cabinet. A member of SWAPO, he is a military officer by training. Kapofi has been a permanent secretary for various ministries of government since 1990. Thereafter he was appointed as cabinet secretary from 1999 to 2015. From 2015 to 2018 he served as Minister of Presidential Affairs. He was appointed Minister of Home Affairs in a cabinet reshuffle on 8 February 2018. Philemon Malima (born 9 July 1946) is a Namibian politician and diplomat who was the chief of intelligence service of Namibia Central Intelligence Service from 2015 to 2020. Malima has been a member of the Cabinet of Namibia since March 1990 and has served as minister responsible for various ministries since independence. Major General Charles Dickson Ndaxu Phillip Namoloh (born 28 February 1950) is a Namibian diplomat, politician and military figure who served in the cabinet of Namibia as Minister of Safety and Security from March 2015 to March 2020.
