The Ministry of Foreign Affairs of Estonia ( et, Eesti Vabariigi Välisministeerium) is a Cabinet-level governmental agency in Estonia in charge of conducting and designing Estonian Foreign policy. History The Ministry of Foreign Affairs of Estonia was established in 1919 soon after the declaration of independence of Estonia on February 23, 1918. After the occupation of Estonia by the Soviet Union in September 1939 following the Molotov–Ribbentrop Pact in August of the same year. After establishment of the Soviet rule in Estonia, the Estonian diplomatic corps remained in exile and while a national government in exile was eventually established, the diplomatic corps in exile remained a separate institution throughout the Cold War era and the two institutions did not recognize each other. Karl Selter (24 June 1898 in Koeru, Estonia – 31 January 1958 in Geneva, Switzerland) was an Estonian politician and a Minister of Foreign Affairs of Estonia. He served as Minister of Economic Affairs from 1933 to 1938 and as minister of Foreign affairs from 1938 to 1939. His historically most memorable act was to sign a non-aggression and mutual assistance treaty with the Soviet leaders in Moscow in September 1939. Julius Seljamaa
Julius Friedrich Seljamaa ( in Sindi – 17 June 1936 in Tallinn) was an Estonian politician, diplomat and journalist. From 1933 to 1936, he was the Estonian Minister of Foreign Affairs. He was born in Sindi, Pärnu County. He studied from 1899 to 1902 in Riga and became a teacher and later director at a school in Taali from 1902 until 1909. From 1909 until 1914, he worked at a school in Rakvere. He then moved to Saint Petersburg to study law and work as a journalist. He graduated in 1918. After that he began his diplomatic career shortly after the independence of Estonia in February 1918. August Rei VR III/1 ( – 29 March 1963) was an Estonian politician, the Head of State (''Riigivanem'') of Estonia in 1928–1929, and the Prime Minister in duties of the President of Estonia in the government in exile in 1945–1963. Jaan Tõnisson
Jaan Tõnisson (; , – 1941?) was an Estonian statesman, serving as the Prime Minister of Estonia twice during 1919 to 1920, as State Elder (head of state and government) from 1927 to 1928 and in 1933, and as Foreign Minister of Estonia from 1931 to 1932. After the Soviet invasion and occupation Estonia in June 1940, Tõnisson was arrested by the Stalinist terror regime and, like most senior Estonian politicians at the time, was either executed or died in Soviet captivity soon afterwards. Tõnisson was still alive in June 1941, when he is known to have been imprisoned, and interrogated, in Tallinn. The exact date and location of his death and place of burial remain unknown. According to circumstantial evidence, Tõnisson was most probably executed by the Soviet NKVD in the beginning of July 1941.
