There was no official minister in charge of this department as Canada did not have a formal air force. The department was likely responsible for the Canadian Aviation Corps (which was under the Canadian Expeditionary Force) during World War I from 1914 to 1915 and the early Canadian Air Force from 1918 to 1920. In 1923 the National Defence Act merged the post of Minister of Militia and Defence with the Minister of the Naval Service. The re-emerged in World War II as the Minister of National Defence for Air (Canada). George Halsey Perley
Sir George Halsey Perley (September 12, 1857 – January 4, 1938) was an Americans, American-born Canadians, Canadian politician and diplomat. Early life Born in Lebanon, New Hampshire, the son of William Goodhue Perley and Mabel E. Ticknor Stevens, Perley was educated at the Lisgar Collegiate Institute, Ottawa Grammar School, at St. Paul's School (Concord, New Hampshire), St. Paul's School in Concord, New Hampshire, and at Harvard University where he graduated with a Bachelor of Arts degree in 1878. Air Board (Canada)
The Air Board was Canada's first governing body for aviation, operating from 1919 to 1923. The Canadian government established the Air Board by act of Parliament on June 6, 1919, with the purpose of controlling all flying within Canada. Canada was the first country to legislate and implement rules governing the entire domain of aviation. Functions The Air Board had three functions: devising a means of, and administering Canadian air defence; controlling and conducting all civil (non-military) government flying operations; and providing rules and regulations for flying within Canada, which included licensing, issuing air regulations and managing air traffic. The minister of national defence (MND; french: ministre de la défense nationale) is a minister of the Crown in the Cabinet of Canada responsible for the management and direction of all matters relating to the national defence of Canada. The Department of National Defence is headed by the deputy minister of national defence (the department's senior civil servant), while the Canadian Armed Forces are headed by the chief of the defence staff (the senior serving military officer). The Minister of Overseas Military Forces was established in November 1916 to administer Canadian forces in the United Kingdom during World War I, and abolished in 1920. The position was largely to act as the communications channel between the Department of Militia and Defence, the British War Office, and the Canadian Corps. Sir Albert Edward Kemp (August 11, 1858 – August 12, 1929) was a Canadian businessman and politician. Kemp was a Canadian Minister of Militia and Defence and Minister of Overseas Military Forces during World War I. A Conservative and Unionist, Kemp was elected five times to the House of Commons of Canada as the Member of Parliament for electoral district of Toronto East. He was appointed to the Senate of Canada by Prime Minister Arthur Meighen in 1921. Background Edward Kemp was born in Saint-Georges-de-Clarenceville, Quebec in what was then Canada East. Kemp's father was a farmer and country merchant who was an immigrant from Yorkshire, England; his mother was Canadian-born.
