Michael Zickerick
Michael Zickerick (born 21 November 1948) is a German diplomat. He served as the German Ambassador to Moldova from 2000 to 2004 and as the Director General of the German Institute Taipei in Taiwan from 2011 to 2014. Zickerick is a recipient of the Order of Brilliant Star. Early life and education Zickerick was born on 21 November 1948 in Braunschweig, Lower Saxony. He grew up in Bavaria. Zickerick studied social sciences, political science, and communication studies at the Ludwig Maximilian University of Munich and spent semesters abroad in the United States at the University of Wisconsin–Madison and in Switzerland at the University of Geneva. He obtained a master's degree from Ludwig Maximilian University in 1979. He obtained a doctorate in philosophy from the university in 1980. German Institute Taipei
The German Institute Taipei (German: Deutsches Institut Taipei); () is the overseas representative office of Germany in Taiwan, which promotes the non-diplomatic German-Taiwanese relations and looks after German interests there. Tasks of the institution includes the increasing of bilateral cooperation (especially in the field of culture and economy), dealing with consular affairs like Visa or passport, providing a variety of services for German citizens in Taiwan and German-related information to Taiwanese people. In some instances, it maintains contacts with Taiwanese government on behalf of the Federal Republic of Germany, acting as a ''de facto'' embassy. An envoy extraordinary and minister plenipotentiary, usually known as a minister, was a diplomatic head of mission who was ranked below ambassador. A diplomatic mission headed by an envoy was known as a legation rather than an embassy. Under the system of diplomatic ranks established by the Congress of Vienna (1815), an envoy was a diplomat of the second class who had plenipotentiary powers, i.e., full authority to represent the government. However, envoys did not serve as the personal representative of their country's head of state. Until the first decades of the 20th century, most diplomatic missions were legations headed by diplomats of the envoy rank. Stability And Growth Pact
The Stability and Growth Pact (SGP) is an agreement, among all of the 27 member states of the European Union, to facilitate and maintain the stability of the Economic and Monetary Union (EMU). Based primarily on Articles 121 and 126 of the Treaty on the Functioning of the European Union, it consists of fiscal monitoring of members by the European Commission and the Council of the European Union, and the issuing of a yearly recommendation for policy actions to ensure a full compliance with the SGP also in the medium-term. If a Member State breaches the SGP's outlined maximum limit for government deficit and debt, the surveillance and request for corrective action will intensify through the declaration of an Excessive Deficit Procedure (EDP); and if these corrective actions continue to remain absent after multiple warnings, the Member State can ultimately be issued economic sanctions.
