Maura Law
Maura Law may refer to two different decrees named after Antonio Maura, Don Antonio Maura, the Spain, Spanish Minister of Colonies at the time. The first decree, The Royal Decree of May 19, 1893, was a law that laid the basic foundations for Philippine municipalities, municipal government in the Philippines. It was put into effect starting in 1895. The Maura Law established ''tribunales'', ''municipales'' and ''juntas provinciales''. These foundations laid by the Maura Law were later adopted, revised, and strengthened by the American and Filipino governments that succeeded Spanish rule in the country. The second decree, The Royal Decree of February 13, 1894, was known as the ''Maura Act'' and grew out of a proposal made in the 1820s by Manuel Bernaldez, a long serving colonial official. Antonio Maura
Antonio Maura Montaner (2 May 1853 – 13 December 1925) was Prime Minister of Spain on five separate occasions. Early life Maura was born in Palma, on the island of Mallorca, and studied law in Madrid. In 1878, Maura married Constancia Gamazo y Calvo, the sister of Germán Gamazo. They had several sons and a daughter together, many of whom have been prominent in Spanish and European history. Political career He entered the ''Cortes Generales'' in 1881 as a Liberal delegate for Majorca but later joined the Conservative Party. In 1886, Maura was elected vice president of the Congress of Deputies. As prime minister, he created the Spanish Institute of Provision and attempted to carry out a reform plan, but it was opposed by the liberals. He fell from power after his suppression of an uprising in Barcelona in 1909, called the Tragic Week. 1895 Philippine Municipal Elections
The first Philippine municipal elections were in 1895. In 1893, the Maura Law was passed to reorganize town governments with the aim of making them more effective and autonomous. The law changed the title of chief executive of the town from ''gobernadorcillo'' to ''capitan municipal''. Under the Maura Law, Luzon and Visayas were divided into provinces, which is administered by a governor, assisted by the provincial council (junta provincial). Each province was divided into towns (pueblos), whose affairs were managed by the municipal councils with the aid of ''principales''. The towns were in turn divided and subdivided into wards (barrios), headed by ''tenientes del barrio,'' and ''barangays'' under ''cabezas de barangay''. Fully implemented in 1895, the Maura Law was the most laudable Spanish reform in Philippine local government in its time.
