The flag of South Sudan was adopted following the signing of the Comprehensive Peace Agreement that ended the Second Sudanese Civil War. A similar version of the flag was previously used as the flag of the Sudan People's Liberation Movement. Excellency is an honorific style given to certain high-level officers of a sovereign state, officials of an international organization, or members of an aristocracy. Ian Noel Hughes (born 5 December 1951) is a British diplomat who has served as ambassador to Guatemala, El Salvador, Liberia and South Sudan, and high commissioner to Sierra Leone. Biography Hughes was educated at Khormaksar (then within the United Kingdom's Colony of Aden) and St John's School, Singapore. He joined the Foreign and Commonwealth Office in 1971 and served in Kabul, Warsaw, Tegucigalpa, Berne and New Delhi, and as deputy head of mission in Mexico City and Mumbai, before being appointed ambassador to Guatemala (and non-resident ambassador to El Salvador and Honduras) in 2006.
