Louisiana State Highway 4
Louisiana Highway 4 (LA 4) is a state highway located in northern Louisiana. It runs in an east–west direction from U.S. Highway 71 (US 71) at Loggy Bayou to LA 605 in Newellton. The entire route parallels Interstate 20 (I-20) an average of about to the south. Along the way, it serves the city of Winnsboro and smaller towns such as Ringgold, Jonesboro, Chatham, Columbia, and Newellton (its eastern terminus). It also intersects many of the state's major north–south routes, such as US 71 (its western terminus), US 371, US 167, US 165, US 425, and US 65. Though it runs primarily east–west, LA 4 meanders along rural roads for virtually its entire distance, bending considerably to the north and south in order to pass through the centers of various towns. The Louisiana Department of Transportation and Development (DOTD) is a state government organization in the United States, in charge of maintaining public transportation, roadways, bridges, canals, select levees, floodplain management, port facilities, commercial vehicles, and aviation which includes 69 airports, in the U.S. state of Louisiana. The agency has approximately five thousand personnel on staff and an operating budget of $2.3 billion. DOTD operations are run through nine district offices across the state. Coushatta is a town in, and the parish seat of, rural Red River Parish, Louisiana, Red River Parish in north Louisiana, United States. Minden is a city and parish seat in Webster Parish, Louisiana, United States. It is located twenty-eight miles east of Shreveport. As of the 2010 census, the city had a total population of 13,082. History Minden was established in 1836 by Charles Veeder. Native sons include Gene Austin and Louis Dunbar. The town's name is derived from the German city of Minden. During the Civil War, a large Confederate encampment was located inside of Minden. It housed about 15,000 Confederate soldiers. The town served as a supply depot for the Confederate Army.
