Louis Thibon (1866–1940) was prefect during the French Third Republic (1870–1940). Personal life and education Louis Thibon or Louis Charles Thibon or Charles, Louis Thibon was born on 16 April 1866 in Vienne, Isère and died on 23 October 1940 in Marseille, Bouches-du-Rhône. He was ''licencié en droit'' ( licenciate in law). When he was ''chef de cabinet'' of Jean Antoine Blanc, prefect of Landes he married his daughter Marie Andrée Blanc on 4 October 1893 in Mont-de-Marsan (Landes). Vienne, Isère
Vienne (; frp, Vièna) is a town in southeastern France, located south of Lyon, at the confluence of the Gère and the Rhône. It is the fourth largest-commune in the Isère department, of which it is a subprefecture alongside La Tour-du-Pin. Vienne was a major centre of the Roman Empire under the Latin name ''Vienna''. Before the arrival of the Roman armies, Vienne was the capital of the Allobroges, a Gallic people. Privas
Privas (; oc, Privàs , also ) is a city located in France, in the department of Ardèche. With its 8,465 inhabitants (2019), it is the least populated prefecture (capital of a department). It was the location of the 1629 Siege of Privas. Today, Privas is known for the purée made from the local chestnuts, and for its sweetened marron glacé. History The earliest traces of the commune are attested in the hamlet of Lac where recent archaeological excavations have revealed a Roman villa dating to the beginning of the Empire, as well as a medieval burying-ground. Moulds for counterfeiting coinage found in the 19th century on the slopes of Mont-Toulon had not been interpretable as signifying a local centre of population.
