The Speaker (politics), Speaker is the presiding officer of the Legislative Assembly of the Northwest Territories. The speakership has changed many times: from 1876 to 1888 the presiding officer of the assembly was the List of lieutenant governors of the North-West Territories, Lieutenant-Governor of the North-West Territories (with North-West hyphenated name used until 1906); however, Members of the Legislative Assembly would also elect one of their own to act as chairman. Elected members held the Speakership from 1888 until 1905. The Deputy Commissioner of the Territories became Speaker and held that role from 1921 until 1975, when it was returned to the elected members. Speaker (politics)
The speaker of a deliberative assembly, especially a legislative body, is its presiding officer, or the chair. The title was first used in 1377 in England. Usage The title was first recorded in 1377 to describe the role of Thomas de Hungerford in the Parliament of England.Lee Vol 28, pp. 257,258. The speaker's official role is to moderate debate, make rulings on procedure, announce the results of votes, and the like. The speaker decides who may speak and has the powers to discipline members who break the procedures of the chamber or house. The speaker often also represents the body in person, as the voice of the body in ceremonial and some other situations. By convention, speakers are normally addressed in Parliament as 'Mister Speaker', if a man, or 'Madam Speaker', if a woman. In other cultures, other styles are used, mainly being equivalents of English "chairman" or "president". John Havelock Parker
John Havelock Parker, OC (February 2, 1929 – March 9, 2020) was the commissioner of the Northwest Territories from April 15, 1979 to July 31, 1989. He had previously been Deputy Commissioner of Northwest Territories from 1967 to 1979. Biography From 1959 until 1963 he became an alderman for the Yellowknife town council. In 1963, he became the mayor of Yellowknife, which he held until February 1967. While serving as mayor he was appointed to the Carrothers Commission which led to the formation of responsible government in the Northwest Territories and later the division that led to Nunavut. His later work helped in defining the border between the NWT and Nunavut and his name was given to a protrusion known as Parker's Notch as well as Parker Line. In 1986, he was made an Officer of the Order of Canada for his "significant contributions to the evolution and development both of the municipal government of Yellowknife and of the territorial government." Jackie Jacobson
Jackie Jacobson (born Tuktoyaktuk, Northwest Territories) is a Canadian politician, who represents the electoral district of Nunakput in the Legislative Assembly of the Northwest Territories. Political career Jabobson began his political career as mayor of Tuktoyaktuk. During his tenure he was forced to deal with problems caused by erosion of the coast line and damage to the community from the Beaufort Sea. Jacobson ran as a candidate in the Nunakput electoral district in the 2007 Northwest Territories general election. He defeated incumbent Calvin Pokiak and two other candidates with 42% of the vote to win his first term in office. Paul Delorey
Paul Alfred Delorey (May 3, 1949 – January 1, 2021) was a Canadian curler, territorial level politician, and speaker of the Northwest Territories (NWT) Legislature. Curling Delorey was an avid curler. He represented the NWT/Yukon at the Canadian Mixed Curling Championships in 1987. In 1994, ''Team Paul Delorey'' finished in fifth place at the Canadian North Arctic Briar. He was on Team Canada in the Strathcona Cup Championships in Scotland in 1998. He has coached junior curling for 22 years and was a fully qualified Level 2 coach. He also served as a director on the NWT Curling Association Board for three years and as the president of the Hay River Curling Club for five years. David Krutko
David Krutko (born November 11, 1957) is a retired territorial level politician in Northern Canada and a former speaker of the Northwest Territories legislature. Krutko was first elected to the Northwest Territories legislature in the 1995 general election. He defeated former Premier Richard Nerysoo in an upset victory. He was re-elected in the 1999 general election, winning in a landslide with 75% of the vote. He was subsequently re-elected by acclamation in the 2003 general election. After being re-elected to his third term in office he was elected speaker on December 11, 2003 after Tony Whitford was appointed commissioner. Jeannie Marie-Jewell (born October 7, 1961) is a territorial level politician from northern Canada. She served as the first female Speaker in the history of the Northwest Territories legislature. Political career Marie-Jewell was first elected to the Northwest Territories legislature in the 1987 Northwest Territories for the riding of Slave River. She served that district until it was abolished in 1991. She rose to prominence in her first term in office holding a number of cabinet posts. She became Minister of Social Services, Minister of Personnel and Minister Responsible for the Women's Secretariat. She was also the Minister Responsible for the Highway Transport Board and Workers' Compensation Board and Minister for Youth. Michael Ballantyne
Michael Alan Ballantyne (February 27, 1945 – June 19, 2008) was a Canadian politician and humanitarian. He was a city councillor for Yellowknife City Council from 1978 and in 1979 became mayor until his resignation in 1983. He served as a Member and Speaker of the Legislative Assembly of the Northwest Territories from 1983 to 1995. Ballantyne was elected to the Northwest Territories Legislature in the 1983 Northwest Territories general election, winning the Yellowknife North electoral district. He was re-elected to a second term in the 1987 Northwest Territories general election. He was re-elected to his third and final term in the 1991 Northwest Territories general election. Richard Nerysoo (born 1953) is a territorial level politician from the Northwest Territories, Canada. He was a member of the Northwest Territories Legislature from 1979 to 1995 and served as the third premier of the Northwest Territories and Speaker. Political career Nerysoo served a long career as Member of the Legislative Assembly of Northwest Territories (MLA). He was first elected in the 1979 Northwest Territories general election in the Mackenzie Delta electoral district, becoming the youngest MLA in the history of the Northwest Territories. Red Pedersen
Asger Rye "Red" Pedersen (sometimes Asgar Rye Pederson, born 1935, Denmark) is a former territorial-level Canadian politician. In 1953, he got a job in the Canadian Arctic with the Hudson's Bay Company (HBC) at Cambridge Bay, Nunavut (then the Northwest Territories). In the following year, he was sent to Perry River (''Kuugjuak'') to assist Stephen Angulalik, the Ahiarmiut Inuit owner of the trading post, with the financial records, inventory and ordering, as Angulalik spoke no English. In 1957, Angulalik sold the Perry River post to the HBC and Pedersen was appointed manager. Angulalik returned to the post after resolving legal problems and worked alongside Pedersen; they became lifelong friends. He was, at one time, married to Lena Pedersen and their grandson, Calvin Pedersen was elected to the Legislative Assembly of Nunavut in July 2020.
