Rupert Matthews
Rupert Oliver Matthews (born 5 December 1961) is a British Conservative Party politician serving as the Leicestershire Police and Crime Commissioner since 2021. He previously served as a Member of the European Parliament (MEP) for the East Midlands from June 2017 until his term ended on 1 July 2019, and has authored books on the paranormal. Career Matthews was educated at Esher Grammar School and worked as a freelance writer and journalist. He has written over 170 books on history, ghosts, cryptozoology, UFOs, paranormal activity, guides to the UK and children's stories. Police Reform And Social Responsibility Act 2011
The Police Reform and Social Responsibility Act 2011 (c. 13) is an Act of the Parliament of the United Kingdom. It transfers the control of police forces from police authorities to elected Police and Crime Commissioners. The first police commissioner elections were held in November 2012. The next elections took place in May 2016 and will subsequently take place every four years. The Act repeals the provisions in the Serious Organised Crime and Police Act 2005 which prohibit protests near Parliament Square, and instead restricts certain "prohibited activities" in Parliament Square garden and the adjoining footways. The police have used these powers to confiscate pizza boxes, tarpaulin and umbrellas from protesters in Parliament Square. Leicestershire Police is the territorial police force responsible for policing Leicestershire and Rutland in England. Its headquarters are at Enderby, Leicestershire. History Leicestershire Police was formed in 1839. In 1951 it amalgamated with Rutland Constabulary to form Leicestershire and Rutland Constabulary and in 1967 merged with Leicester City Police to form Leicester and Rutland Constabulary. After the Local Government Act 1972 came into force in 1974 it was renamed Leicestershire Constabulary. In 2012 it changed to Leicestershire Police to be 'in keeping with modern policing'. William Stephen Goulden "Willy" Bach, Baron Bach (born 25 December 1946) is a British Labour member of the House of Lords. He was a Parliamentary Under-Secretary of State in the Ministry of Justice from 2008 to 2010. He resigned from the opposition front bench when he was elected the Leicestershire Police and Crime Commissioner on 6 May 2016.
