The Khartoum process is an inter-regional forum on migration covering the Horn of Africa and Europe. Its members are the African Union Commission The Commission of the African Union acts as the executive/administrative branch or secretariat of the African Union (and is somewhat analogous to the European Commission). Although the partners' stated intention was to "establish an effective, humanitarian and safe European migration policy", the Khartoum process has been criticised by scholars, by the United Kingdom's cross-party International Development Committee, and by observers in Sudan, for undermining European human rights commitments. African Union Commission
The Commission of the African Union acts as the executive/administrative branch or secretariat of the African Union (and is somewhat analogous to the European Commission). It consists of a number of Commissioners dealing with different areas of policy. The African Union Headquarters are in Addis Ababa, Ethiopia. It should be distinguished from the African Commission on Human and Peoples' Rights, (based in Banjul, Gambia), which is a separate body that reports to the African Union. European Commission
The European Commission (EC) is the executive of the European Union (EU). It operates as a cabinet government, with 27 members of the Commission (informally known as "Commissioners") headed by a President. It includes an administrative body of about 32,000 European civil servants. The Commission is divided into departments known as Directorates-General (DGs) that can be likened to departments or ministries each headed by a Director-General who is responsible to a Commissioner. Malta Declaration (European Union)
The Malta Declaration is a declaration made on 3 February 2017 during the European migrant crisis by leaders of the European Union in Malta, which at the time held the six-month rotating presidency of the European Union, that focuses on measures to stem the flow of immigration from Libya to Italy and the EU. In 2016 over 4,500 people died on the Central Mediterranean route and over 181,000 irregular migrants arrived this way. A senior EU diplomat noted this to be a long-term strategy.
