Malta Declaration (European Union)
The Malta Declaration is a declaration made on 3 February 2017 during the European migrant crisis by leaders of the European Union in Malta, which at the time held the six-month rotating presidency of the European Union, that focuses on measures to stem the flow of immigration from Libya to Italy and the EU. In 2016 over 4,500 people died on the Central Mediterranean route and over 181,000 irregular migrants arrived this way. A senior EU diplomat noted this to be a long-term strategy. The declaration states that "efforts to stabilize Libya are now more important than ever, and the EU will do its utmost to contribute to that objective" and that "with hundreds having already lost their lives in 2017 and spring approaching, he EU isdetermined to take additional action to significantly reduce migratory flows along the Central Mediterranean route and break the business model of smugglers". The plan The plan includes increasing training and equipment for the Libyan coastguard, ...

European Migrant Crisis
The 2015 European migrant crisis, also known internationally as the Syrian refugee crisis, was a period of significantly increased movement of refugees and migrants into Europe in 2015, when 1.3 million people came to the continent to request asylum, the most in a single year since World War II. Those requesting asylum in Europe in 2015 were mostly Syrians, but also included significant numbers of Afghans, Nigerians, Pakistanis, Iraqis and Eritreans, as well as economic migrants from the Balkans. Europe had already begun registering increased numbers of refugee arrivals in 2010 due to a confluence of conflicts in parts of the Middle East, Asia and Africa, particularly the wars in Syria, Iraq and Afghanistan, but also terrorist insurgencies in Nigeria and Pakistan, and long-running human rights abuses in Eritrea, all contributing to refugee flows. Many millions initially sought refuge in comparatively stable countries near their origin, but while these countries were largely ...

The IOM is the principal UN agency working in the field of migration. The IOM promotes humane and orderly migration by providing services and advice to governments and migrants. The IOM works in the four broad areas of migration management: migration and development, facilitating migration, regulating migration, and addressing forced migration. Immigration To The European Union
Immigration to Europe has a long history, but increased substantially in the later 20th century. Western Europe countries, especially, saw high growth in immigration after World War II and many European nations today (particularly those of the EU-15) have sizeable immigrant populations, both of European and non-European origin. In contemporary globalization, migrations to Europe have accelerated in speed and scale. Over the last decades, there has been an increase in negative attitudes towards immigration, and many studies have emphasized marked differences in the strength of anti-immigrant attitudes among European countries. Beginning in 2004, the European Union has granted EU citizens a freedom of movement and residence within the EU, and the term "immigrant" has since been used to refer to non-EU citizens, meaning that EU citizens are not to be defined as immigrants within the EU territory. The European Commission defines "immigration" as the action by which a person from ...

February 2017 Events In Europe
February is the second month of the year in the Julian and Gregorian calendars. The month has 28 days in common years or 29 in leap years, with the 29th day being called the ''leap day''. It is the first of five months not to have 31 days (the other four being April, June, September, and November) and the only one to have fewer than 30 days. February is the third and last month of meteorological winter in the Northern Hemisphere. In the Southern Hemisphere, February is the third and last month of meteorological summer (being the seasonal equivalent of what is August in the Northern Hemisphere). Pronunciation "February" is pronounced in several different ways. The beginning of the word is commonly pronounced either as or ; many people drop the first "r", replacing it with , as if it were spelled "Febuary". This comes about by analogy with "January" (), as well as by a dissimilation effect whereby having two "r"s close to each other causes one to change. The ending of the ...

Khartoum Process
The Khartoum process is an inter-regional forum on migration covering the Horn of Africa and Europe. Its members are the African Union Commission The Commission of the African Union acts as the executive/administrative branch or secretariat of the African Union (and is somewhat analogous to the European Commission). It consists of a number of Commissioners dealing with different areas of ... (AUC) and the European Commission (EC). Although the partners' stated intention was to "establish an effective, humanitarian and safe European migration policy", the Khartoum process has been criticised by scholars, by the United Kingdom's cross-party International Development Committee, and by observers in Sudan, for undermining European human rights commitments. Concerns have focused especially on European Union (EU) funding being used to support the capture, detention, and in some cases torture, of refugees and other migrants by Libyan and Sudanese authorities. Immigration Policy
Border control refers to measures taken by governments to monitor and regulate the movement of people, animals, and goods across land, air, and maritime borders. While border control is typically associated with international borders, it also encompasses controls imposed on internal borders within a single state. Border control measures serve a variety of purposes, ranging from enforcing customs, sanitary and phytosanitary, or biosecurity regulations to restricting migration. While some borders (including most states' internal borders and international borders within the Schengen Area) are open and completely unguarded, others (including the vast majority of borders between countries as well as some internal borders) are subject to some degree of control and may be crossed legally only at designated checkpoints. Border controls in the 21st century are tightly intertwined with intricate systems of travel documents, visas, and increasingly complex policies that vary between ...

European Commission
The European Commission (EC) is the executive of the European Union (EU). It operates as a cabinet government, with 27 members of the Commission (informally known as "Commissioners") headed by a President. It includes an administrative body of about 32,000 European civil servants. The Commission is divided into departments known as Directorates-General (DGs) that can be likened to departments or ministries each headed by a Director-General who is responsible to a Commissioner. There is one member per member state, but members are bound by their oath of office to represent the general interest of the EU as a whole rather than their home state. The Commission President (currently Ursula von der Leyen) is proposed by the European Council (the 27 heads of state/governments) and elected by the European Parliament. The Council of the European Union then nominates the other members of the Commission in agreement with the nominated President, and the 27 members as a team are then ...

United Nations High Commissioner For Refugees
The United Nations High Commissioner for Refugees (UNHCR) is a United Nations agency mandated to aid and protect refugees, forcibly displaced communities, and stateless people, and to assist in their voluntary repatriation, local integration or resettlement to a third country. It is headquartered in Geneva, Switzerland, with over 17,300 staff working in 135 countries. Background UNHCR was created in 1950 to address the refugee crisis that resulted from World War II. The 1951 Refugee Convention established the scope and legal framework of the agency's work, which initially focused on Europeans uprooted by the war. Beginning in the late 1950s, displacement caused by other conflicts, from the Hungarian Uprising to the decolonization of Africa and Asia, broadened the scope of UNHCR's operations. Commensurate with the 1967 Protocol to the Refugee Convention, which expanded the geographic and temporal scope of refugee assistance, UNHCR operated across the world, with the bu ...

European Union
The European Union (EU) is a supranational political and economic union of member states that are located primarily in Europe. The union has a total area of and an estimated total population of about 447million. The EU has often been described as a '' sui generis'' political entity (without precedent or comparison) combining the characteristics of both a federation and a confederation. Containing 5.8per cent of the world population in 2020, the EU generated a nominal gross domestic product (GDP) of around trillion in 2021, constituting approximately 18per cent of global nominal GDP. Additionally, all EU states but Bulgaria have a very high Human Development Index according to the United Nations Development Programme. Its cornerstone, the Customs Union, paved the way to establishing an internal single market based on standardised legal framework and legislation that applies in all member states in those matters, and only those matters, where the states have agreed to act ...

Migrant Smuggling
People smuggling (also called human smuggling), under U.S. law, is "the facilitation, transportation, attempted transportation or illegal entry of a person or persons across an international border, in violation of one or more countries' laws, either clandestinely or through deception, such as the use of fraudulent documents". Internationally, the term is understood as and often used interchangeably with migrant smuggling, which is defined in the Protocol against the Smuggling of Migrants by Land, Sea and Air, supplementing the United Nations Convention against Transnational Organized Crime as "...the procurement, in order to obtain, directly or indirectly, a financial or other material benefit, of the illegal entry of a person into a state party of which the person is not a national". The practice of people smuggling has seen a rise over the past few decades and now accounts for a significant portion of illegal immigration in countries around the world. People smuggling general ...
