José María Quesada
José María Quesada (ca. 1778 – ca. 1858) was Mayor of Ponce, Puerto Rico, from 1 October 1848 to 31 December 1848. Background Quesada was a Spaniard who migrated to Puerto Rico from Venezuela in 1819, establishing himself in Ponce. His wife was Maria del Rosario Perez, and they had three children, Jose Maria (Jr.), Eustaquio and Eustaquia. Merchant business In 1826, Quesada and his two male children formed a business corporation in Ponce and established it as a financial services company focused on money lending. On 27 February 1820 there was a fire in Ponce that destroyed almost the entire city. Over one hundred of the best residences in the city were destroyed and most of the businesses, and two-thirds of the townspeople were left homeless. Juan Lacot
Juan Lacot Feliú was Mayor of the city of Ponce from 1 September 1848 to 30 September 1849. Biography Lacot Feliú was born in Catalunya, Spain, ca. 1816. He was a businessman in Barrio Playa in Ponce, Puerto Rico, where he also resided. Mayoral term During the pandemic of 1855 in Puerto Rico, Lacot lent one of his homes in Barrio Playa for the lodging of residents infected with the cholera bacterium. Juan Lacot was mayor of Ponce when the town received its charter as a ''villa'' by the Spanish Crown on 29 July 1848. Juan Prats
Juan Prats (ca. 1800 – ca. 1870) was Mayor of Ponce, Puerto Rico, twice in 1849. He was a landowner, owning—among others—Hacienda La Matilde, in Ponce. He was also an appraiser, best known for the contentious appraisal of the plot of land where the Ponce City Hall was built. Background Prats was a Spaniard from Catalonia. In 1841 —eight years before he became mayor— as a result of a legal dispute brought against the municipality of Ponce by Catalina Rodriguez, granddaughter of José Rodriguez (a.k.a., "El Portugués", and after whom sources state Río Portugués is said to have been named), Prats was contracted by the Municipality to appraise a land property that Catalina Rodriguez owned and which the Municipality wanted to build on. He was a very wealthy merchant and hacendado. At the height of his wealth, he was the wealthiest man in Ponce and one of the wealthiest in Puerto Rico. An ''hacienda'' ( or ; or ) is an estate (or ''finca''), similar to a Roman ''latifundium'', in Spain and the former Spanish Empire. With origins in Andalusia, ''haciendas'' were variously plantations (perhaps including animals or orchards), mines or factories, with many ''haciendas'' combining these activities. This is a list of mayors of Ponce, Puerto Rico's southern economic center, the island's second largest and second most important city. From 1692 to 1840, the office of mayor in Ponce was filled either by local hacendados or by military officers appointed by the governor, depending on whether the political situation on Spain at the time was that of a constitutional or an absolutist government. From 1840 to 1870, mayors were oftentimes elected by the municipal council, whose members were called ''regidores''. In 1870, political parties were created for the first time and municipal officials were elected by the people at large, and the mayor, as well as the members of the municipal council, would belong to one of the two parties active, either the Partido Liberal Reformista or the Partido Incondicional Español.
