Henry Jules Joseph Pierre Soum (29 December 1899 – 24 August 1983) was a préfet of the Doubs (27 March 1943 – 17 November 1944) then Minister of State (Monaco), Minister of State for Monaco. The Prime Minister, literally the Minister of State ( French: ''Ministre d'État''), is the head of government of Monaco, being appointed by and subordinate to the Prince of Monaco. Rainier III (Rainier Louis Henri Maxence Bertrand Grimaldi; 31 May 1923 – 6 April 2005) was Prince of Monaco from 1949 to his death in 2005. Rainier ruled the Principality of Monaco for almost 56 years, making him one of the longest-ruling monarchs in European history.
