Harm Reduction
Harm reduction, or harm minimization, refers to a range of public health policies designed to lessen the negative social and/or physical consequences associated with various human behaviors, both legal and illegal. Harm reduction is used to decrease negative consequences of recreational drug use and sexual activity without requiring abstinence, recognizing that those unable or unwilling to stop can still make positive change to protect themselves and others. Harm reduction is most commonly applied to approaches that reduce adverse consequences from drug use, and harm reduction programs now operate across a range of services and in different regions of the world. As of 2020, some 86 countries had one or more programs using a harm reduction approach to substance use, primarily aimed at reducing blood-borne infections resulting from use of contaminated injecting equipment. Supply reduction is one approach to social problems such as drug addiction. Other approaches are demand reduction and harm reduction. In the case of illegal drugs, supply reduction efforts generally involves attempts to disrupt the manufacturing and distribution supply chains for these drugs, by both civilian law enforcement and sometimes military forces. This approach, sometimes characterized as the "War on Drugs", has been the dominant approach to drugs policy since the 1960s. Demand Reduction
Demand reduction refers to efforts aimed at reducing the public desire for illegal and illicit drugs. The drug policy is in contrast to the reduction of drug supply, but the two policies are often implemented together. Some discussions of demand reduction make a distinction between policies that address single issues (such as public "knowledge-of-harms") or are short-term interventions(in-school programs), and those that approach drug demand as a complex issue with multiple social risk factors. Some economists such as Milton Friedman argue that due to the law of supply and demand, reducing demand is the only effective way to reduce drug use long-term.
