Gavin Scooter St Pier (born January 1967) is an elected Deputy in the States of Guernsey and former president of the Policy and Resources Committee. Political appointments He was elected at the general election on 18 April 2012 as a deputy for St Sampson's District. He served as Minister of Treasury and Resources from May 2012 – May 2016. He was re-elected at the 2016 General Election with a reduced vote. After the third secret ballot he was elected in May 2016 as president of the Policy and Resources Committee. In August 2020, St Pier formed the Guernsey Partnership of Independents party with Heidi Soulsby and Lyndon Trott. Re-elected at the 2020 General Election, coming in first with the highest number of votes. The president of the Policy and Resources Committee of Guernsey (informally abbreviated to P&RC president) is the head of government of Guernsey and chair of the Policy and Resources Committee. The head of government is not directly elected by the people but rather by the legislature, the States of Guernsey. Peter Ferbrache is the second and current president of the Policy and Resources Committee. He took office on 16 October 2020, following the 2020 general election. Jonathan Le Tocq
Jonathan Paul Le Tocq (born 4 March 1964) is a politician in Guernsey. Early life and career Adopted in Guernsey. After working in London, he was ordained into Christian ministry before returning to Guernsey where he became Senior Pastor of Church on the Rock in 1989. Life in politics In April 2012 he was nominated for the role of Guernsey's chief minister. To qualify for the position those elected need to have served in the States for four of the last eight years. A few days later he remained the sole candidate after Deputy Lyndon Trott withdrew his nomination. He became the Deputy Chief Minister after losing to Peter Harwood, at 20-27 votes. During his tenure as a deputy he sat on the Board of Education, served as President of Overseas Aid, and as Deputy Minister for the Treasury & Resources Department. Chief Minister Of Guernsey
The Chief Minister of Guernsey chaired the Policy Council, which consists of the heads of each of the ten departments of the States of Guernsey. Guernsey operates a system of consensus, committees-based government. The Policy Council is explicitly not a cabinet and has relatively little executive authority compared to a cabinet; instead, its main function is policy co-ordination. The Chief Minister also spoke for the island externally in political matters. This post was created following the Machinery of Government review which came into effect on 1 May 2004. Peter Ferbrache
Peter Terence Richard Ferbrache (born 1951) is an elected Deputy in the States of Guernsey and president of the Policy and Resources Committee. Early life and education Ferbrache was born in Guernsey where he was educated at Elizabeth College before going to a law school in England. He qualified as a barrister in England in 1972. Career He returned to Guernsey in 1980 and was called to the bar as an advocate in March 1981, later becoming senior partner of Mourant Ozannes. Alongside his political career he remains a consultant and notary public at Ferbrache & Farrell LLP. He was first elected in 1994 as a deputy for the Castel district before being elected in 1997 as an island wide conseiller, becoming president of the Board of Industry between 1997 and 2000. The States of Guernsey (french: États de Guernesey), sometimes referred to as the Government of Guernsey, is the parliament and government of the British Crown dependency of Guernsey. 2012 Guernsey General Election
The 2012 Guernsey general election was held on 18 April 2012 to elect 45 members of the States of Guernsey. 78 candidates stood for the 45 seats. A total of 29,745 people, or about two-thirds of the population of Guernsey and Herm, registered to vote. There were 20,459 voters, with 81 blank papers and 65 spoilt papers, amended to 71 blank and 72 spoilt after the two recounts. Only five women were elected in 2012. 2016 Guernsey General Election
The 2016 Guernsey general election was held on 27 April 2016 to elect 38 members of the States of Guernsey who will serve until 2020. There was a by-election in October 2016 to fill a vacancy in the district of Vale. Electoral system Following the 2012 general election, it was decided to reduce the number of seats from 45 to 38. This resulted in reductions to the number of seats in most electoral districts, although the districts themselves remained unchanged. A new electoral roll was drawn up, with 22,408 people registered to vote by 4 November 2015. The total passed 25,000 by 7 January 2016 and rose to 27,000 on 15 February, before reaching 30,320 when registration closed, higher than the 29,745 who registered for the 2012 elections. Lyndon Trott
Lyndon Trott (born 17 July 1964, St. Sampson, Guernsey) is an elected Deputy in the States of Guernsey and served as the Chief Minister of Guernsey from 2008 to 2012. Political appointments Deputy Trott has been a deputy in the States of Guernsey since 2000. Re-elected in 2004 and again in 2008. The 2020 Guernsey general election took place on 7 October 2020 to elect 38 members of the States of Guernsey. Originally scheduled to be held in June 2020, it was delayed a year to 2021 due to the COVID-19 pandemic before being brought forward to its final date. This election was the first on the island to include political parties, as the first ones were organised and registered in 2020. Saint Sampson, Guernsey
St Sampson (Guernésiais: ) is a parish of Guernsey, an island in the Bailiwick of Guernsey, directly north of St Peter Port. It is on the north-west and north-east coasts of the island and is split into two sections, intersected by Vale. The parish has a population of 8,966. Its residents are known as (the Guernésiais for frogs). What is currently the northern boundary of the parish originally ran along the south coast of Le Braye du Valle, a tidal channel that made the northern extremity of Guernsey, Le Clos du Valle, a tidal island. La Braye du Valle was drained and reclaimed in 1806 by the British Government as a defence measure. The eastern end of the former channel became the town and harbour (from 1820) of St. Sampson's, now the second biggest port in Guernsey. The western end of La Braye is now Le Grand Havre.
