Chief Minister Of Guernsey
The Chief Minister of Guernsey chaired the Policy Council, which consists of the heads of each of the ten departments of the States of Guernsey. Guernsey operates a system of consensus, committees-based government. The Policy Council is explicitly not a cabinet and has relatively little executive authority compared to a cabinet; instead, its main function is policy co-ordination. The Chief Minister also spoke for the island externally in political matters. This post was created following the Machinery of Government review which came into effect on 1 May 2004. The rules for selection of the Chief Minister were amended in 2012 immediately prior to the election of a new Chief Minister; prior to this change candidates for the post needed to have served four or more of the last eight years as a deputy to qualify for the role. Flag Of Guernsey
The flag of Guernsey was adopted in 1985 and consists of the red Saint George's Cross with an additional gold Norman cross within it. The creation was prompted by confusion at international sporting events over competitors from Guernsey and England using the same flag. It was designed by the Guernsey Flag Investigation Committee led by Deputy Bailiff Sir Graham Dorey. The flag was first unveiled on the island on 15 February 1985. The gold cross represents William the Bastard, Duke of Normandy (who became, after the conquest, William I of England). Policy Council Of Guernsey
Guernsey operates a system of government by committees and consensus. The States of Deliberation is both parliament and executive, but it delegates some of its executive functions to policy-specific committees, which are known as States Departments, each of which is run by five political members, all of whom have equal voting power. Despite having explicitly rejected a proposal to adopt an executive/ministerial system of government in 2002, the heads of each department were known as ministers. They were, in effect, presidents or chairmen of their committees. British–Irish Council
The British–Irish Council (BIC) ( ga, Comhairle na Breataine-na hÉireann) is an intergovernmental organisation that aims to improve collaboration between its members in a number of areas including transport, the environment, and energy. Its membership comprises Ireland, the United Kingdom, the devolved governments of Northern Ireland, Scotland and Wales, and the governments of the Crown Dependencies of the UK: Guernsey, Jersey and the Isle of Man. The States of Guernsey (french: États de Guernesey), sometimes referred to as the Government of Guernsey, is the parliament and government of the British Crown dependency of Guernsey. Some laws and ordinances approved by the States of Guernsey also apply to Alderney and Sark (the other component parts of the Bailiwick of Guernsey) as "Bailiwick-wide legislation" with the consent of the governments of those islands. Bailiff Of Guernsey
The title Bailiff of Guernsey has been used since at least the 13th century and indicated the leading citizen of Guernsey. The 90th and current Bailiff is Richard McMahon. History A ''Bailli'', the early Norman name for Bailiff was the person who held and preserved the territory for the Duke of Normandy via the '' Sénéchale de Normandie'' and their ''Vicomté des Îles'', upholding the laws of Normandy. The president of the Policy and Resources Committee of Guernsey (informally abbreviated to P&RC president) is the head of government of Guernsey and chair of the Policy and Resources Committee. Laurie Morgan
Laurie Morgan (17 December 1930 – 18 January 2018) was a Deputy of the States of Guernsey. He was Guernsey's first Chief Minister and was elected to the post in May 2004. His term of office was due to expire in 2008, when the next General Election was due. It was announced on 31 January 2007 that the Chief Minister and the Policy Council were to resign. Morgan was born in London in 1930. He was first elected as a Deputy on 29 June 1988, and then went on to serve as a Conseiller until the post was abolished in 2000. Jonathan Paul Le Tocq (born 4 March 1964) is a politician in Guernsey. Early life and career Adopted in Guernsey. After working in London, he was ordained into Christian ministry before returning to Guernsey where he became Senior Pastor of Church on the Rock in 1989. Life in politics In April 2012 he was nominated for the role of Guernsey's chief minister. To qualify for the position those elected need to have served in the States for four of the last eight years. Mike Torode
Michael W. Torode was the second Chief Minister of Guernsey. He was voted in by the States of Deliberation on 5 March 2007 and his term expired on 30 April 2008. Torode succeeded Laurie Morgan following the Fallagate scandal that led to the whole Policy Council of Guernsey resigning en masse in February 2007. Lyndon Trott (born 17 July 1964, St. Sampson, Guernsey) is an elected Deputy in the States of Guernsey and served as the Chief Minister of Guernsey from 2008 to 2012. Peter Harwood
Peter Andrew Harwood is a Guernsey lawyer and politician who was the Chief Minister of Guernsey from 1 May 2012 until 25 February 2014. Harwood was born in Guernsey in 1947, and educated at Elizabeth College, Guernsey and University of Southampton. He was admitted as an English Solicitor in 1972 and continued in employment in London as a Solicitor and latterly as a Corporate Finance Executive before returning to Guernsey. Called to the Guernsey Bar as an Advocate in 1982, Deputy Harwood served as a partner of law firm Ozannes until the end of 2009 and as a consultant until retirement in December 2011. Harwood was appointed a Commissioner of the Guernsey Financial Services Commission in 2004 and served as Chairman from 2006 until retirement in January 2012.
