Lyndon Trott
Lyndon Trott (born 17 July 1964, St. Sampson, Guernsey) is an elected Deputy in the States of Guernsey and served as the Chief Minister of Guernsey from 2008 to 2012. Political appointments Deputy Trott has been a deputy in the States of Guernsey since 2000. Re-elected in 2004 and again in 2008. From 2004 until 2008 he was the Treasury and Resources Minister before being elected to the position of Chief Minister of Guernsey on 1 May 2008. His term of office expired on 30 April 2012. He succeeded Mike Torode as Guernsey's third Chief Minister following the creation of the post in 2004. He was re-elected as a Deputy for the electoral district of St. Sampson in the General Election of 2012 and again in 2016, being elected as Vice President of the Policy and Resources Committee, the Senior Committee of the States of Guernsey following the 2016 changes. Chief Minister Of Guernsey
The Chief Minister of Guernsey chaired the Policy Council, which consists of the heads of each of the ten departments of the States of Guernsey. Guernsey operates a system of consensus, committees-based government. The Policy Council is explicitly not a cabinet and has relatively little executive authority compared to a cabinet; instead, its main function is policy co-ordination. The Chief Minister also spoke for the island externally in political matters. This post was created following the Machinery of Government review which came into effect on 1 May 2004. The rules for selection of the Chief Minister were amended in 2012 immediately prior to the election of a new Chief Minister; prior to this change candidates for the post needed to have served four or more of the last eight years as a deputy to qualify for the role. Gavin Scooter St Pier (born January 1967) is an elected Deputy in the States of Guernsey and former president of the Policy and Resources Committee. Policy And Resources Committee Of Guernsey
The Policy & Resources Committee is the Senior Committee of the system of government in Guernsey. It was created on 1 May 2016 to replace the Policy Council of Guernsey. Guernsey generally operates a system of government by committees and consensus. There were no registered political parties until 2020. The States of Deliberation is both parliament and executive, but it delegates most of its executive functions to policy-specific committees, which are known as the six principal committees, each of which is run by five political members, all of whom have equal voting power. 2016 Guernsey General Election
The 2016 Guernsey general election was held on 27 April 2016 to elect 38 members of the States of Guernsey who will serve until 2020. There was a by-election in October 2016 to fill a vacancy in the district of Vale. Electoral system Following the 2012 general election, it was decided to reduce the number of seats from 45 to 38. This resulted in reductions to the number of seats in most electoral districts, although the districts themselves remained unchanged. A new electoral roll was drawn up, with 22,408 people registered to vote by 4 November 2015. The total passed 25,000 by 7 January 2016 and rose to 27,000 on 15 February, before reaching 30,320 when registration closed, higher than the 29,745 who registered for the 2012 elections. 2012 Guernsey General Election
The 2012 Guernsey general election was held on 18 April 2012 to elect 45 members of the States of Guernsey. 78 candidates stood for the 45 seats. A total of 29,745 people, or about two-thirds of the population of Guernsey and Herm, registered to vote. There were 20,459 voters, with 81 blank papers and 65 spoilt papers, amended to 71 blank and 72 spoilt after the two recounts. Only five women were elected in 2012. There was a by-election in December 2015 to fill a vacancy in the district of St Peter Port North. 2008 Guernsey General Election
The 2008 Guernsey general election was held on 23 April 2008 to elect 45 members of the States of Guernsey. 18,576 voters or 40.58% of the eligible population of 45,772 turned out and cast a total of 89,239 votes; there were 10 blank papers, 35 spoilt papers and on average 4.8 votes were cast. Of the 28 standing deputies all but two ( Brian de Jersey and Wendy Morgan), were re-elected to the house; this means that 19 of the Deputies-Elect are new to the chamber. Five of the 12 candidates who had stood unsuccessfully in 2004 were elected in 2008. The candidate who polled the most votes was first time candidate Matt Fallaize standing in the Vale, who received 2,322 and became the youngest member of the house at 26.
