Financial Secretary Of Ceylon
The Financial Secretary of Ceylon was an officer of the Ceylonese Government and member of the Board of Ministers. The Treasurer of Ceylon was one of six offices that held a seat in the Executive Council of Ceylon from 1809 to 1932. The post was replaced by the that of Financial Secretary in 1932, as one of three officers of state of the new Board of Ministers that replaced the Executive Council under recommendations of the Donoughmore Commission. The Financial Secretary was in turn replaced by the new office of the Minister of Finance in 1947 under the recommendations of the Soulbury Commission under the Ceylon Independence Act, 1947 and The Ceylon (Constitution and Independence) Orders in Council 1947. Board Of Ministers Of Ceylon
The Executive Council of Ceylon was the Executive Council (Commonwealth countries), Executive Council created in British Ceylon, Ceylon (now Sri Lanka) by the United Kingdom, British colonial administration on the recommendations of the Colebrooke-Cameron Commission along with the Legislative Council of Ceylon in March 1833. History The 1833 Colebrooke-Cameron Commission recommended the creation of the Legislative Council of Ceylon, Legislative Council and the Executive Council, the first step in representative government in British Ceylon. Accordingly, both were established on 19 March 1833 by letters patent. William Granville (civil Servant)
William Granville, (1785 – January 1864) was the Treasurer of Ceylon (now Sri Lanka) (1823–1824; 1828–1841), Commissioner of Stamps, and a member of the Executive and Legislative Councils. William Granville was born in England in 1785, the illegitimate son of Granville Penn (1761–1844). Granville came out to Ceylon with Sir Thomas Maitland, arriving at Galle on 13 July 1805. He rose steadily in the Service and by 1820 had become Deputy Secretary to the Government. On 5 July 1829 he married Frances née Turnour, the second daughter of the Hon. George Turnour and the niece of Cardinal Louis-François de Bausset of Paris. Granville was the second Englishman to write verse about Ceylon, Captain T. A. Anderson being the first. George Vane
George Vane CMG, CCS, was the thirteenth Treasurer of Ceylon (1865-1882), and a member of both the Legislative Council and Governor's Executive Council, under the Robinson, Gregory and Longden administrations. Career Vane was initially appointed to the custom's department in Liverpool in 1834, before being appointed as inspector general of imports and exports in London in 1837, then landing waiter in 1839. In 1847 he was made comptroller of customs in Jaffna, British Ceylon. In 1854 he was the deputy collector of customs in the western and north-western province of Ceylon. Vane served as superintendent of fisheries from 1855 to 1860 and was primarily responsible for administering pearl fishing in the Gulf of Mannar, during that time. Charles Justin MacCarthy
Sir Charles Justin MacCarthy (1811–1864) was the 12th Governor of British Ceylon and the 12th Accountant General and Controller of Revenue. He was appointed on 22 October 1860 and was Governor until 1 December 1863. He also served as acting governor on two separate occasions. He was first appointed in 1850. Life His parents were Donough and Mary MacCarthy, and he was born in Brighton. He was a relation of Nicholas Wiseman, and in the early 1830s was in Rome, with a view to entering the Roman Catholic priesthood. Under the influence of the ideas of Lamennais, however, he ceased theological studies. In Rome through Wiseman he met Monckton Milnes, who became a lifelong friend. Milnes then helped him into a colonial career. MacCarthy was knighted in 1857. In office he adopted a policy of financial retrenchment. His main aim was to promote railway construction. Frederick Saunders
Frederick Saunders (14 August 1807 – 12 December 1902) was an English-born American librarian. Biography Frederick Saunders was born in London on 14 August 1807. His father was the senior member of Saunders and Ottley, book publishers of London. After completing his education, he became a clerk in his father's book store. He was sent to New York in 1837 to secure an American copyright on the publications of the firm. He also petitioned the US Congress for the passage of an act looking to the protection of both American and British authors. His objective failed, although it was backed by Henry Clay, Washington Irving, William Cullen Bryant, and George Bancroft. George William Anderson
George William Anderson (1791 – 12 March 1857) was the officiating governor of Bombay during the British Raj from 28 April 1841 to 9 June 1842. Anderson entered the Bombay Civil Service in 1806. He was responsible for drawing up the Bombay Civil Code of 1827 and served as a judge in the Sadr Diwani and Sadr Faujdari courts. In 1838, he was named to the Indian Law Commission and from 1843 to 1846 was President of the Bombay Branch of the Royal Asiatic Society. He was knighted in 1849. George Byng, 7th Viscount Torrington (9 September 1812 – 27 April 1884), was a British colonial administrator and courtier. Francis James Templer (6 June 1791 - 22 October 1854) was a British civil servant, who served as the ninth Treasurer of Ceylon from 1 November 1843 to October 1854. He was a member of the 3rd executive council of British Ceylon, the Campbell executive council. Early life Francis James Templer was born in 6 June 1792 at Stover House in Newton Abbot, Devon, England, the youngest son of James Templer (1748 - 1813) and Mary née Buller (1749–1829), third daughter of James Buller (1717–1765). James Alexander Stewart-Mackenzie (23 September 1784 – 24 September 1843) was a Scottish politician and British colonial administrator. Early life He was born James Alexander Stewart on 23 September 1784. James was the son of the former Georgina Isabella d'Aguilar and Vice Admiral The Hon. Keith Stewart, who died when he was eleven.
