Film Commissioner
Film commissions are quasi-governmental, non-profit, public organizations that attract motion media production crews (including movies, television, and commercials) to shoot on location in their respective localities, and offer support so that productions can accomplish their work smoothly. Introduction Over 1000 such organizations are active in over 100 countries around the world, mostly in the United States, Europe and Asia. Many of them are organized by local government bodies together with not-for-profit organisations and the like, and serve as the administrative window concerned with attracting and supporting the productions that come to their locality, not only from other parts of their own countries, but from abroad, as well. Quango
A quango or QUANGO (less often QuANGO or QANGO) is an organisation to which a government has devolved power, but which is still partly controlled and/or financed by government bodies. The term was originally a shortening of "quasi-NGO", where NGO is the acronym for a non-government organization. In its pejorative use, it has been widely applied to public bodies of various kinds, and a variety of backronyms have been used to make the term consistent with this expanded use. The most popular have been "Quasi-autonomous national government organization" and "Quasi-autonomous non-government organization", often with the acronym modified to "qango" or "QANGO". As its original name suggests, a quango is a hybrid form of organization, with elements of both NGOs and public sector bodies. "Above-the-line" refers to the list of individuals who guide and influence the creative direction, process, and voice of a given narrative in a film and related expenditures. These roles include but are not limited to the screenwriter, producer, director, and actors. Often, the term is used for matters related to the film's production budget. Above-the-line expenditures reflect the expected line item compensation for an official above-the-line member's role in a given film project. These expenditures are usually set, negotiated, spent and/or promised before principal photography begins.
