Dmitrijev was born in Kiviõli. He graduated from the Kiviõli Russian Gymnasium in 2000, and from Tallinn University of Technology Established in 1918, Tallinn University of Technology (TalTech; et, Tallinna Tehnikaülikool) is the only technical university in Estonia. It was founded in 1991 as a direct successor of the Popular Front of Estonia, and it is currently led by Jüri Ratas. The party was founded on 12 October 1991 from the basis of the Popular Front of Estonia after several parties split from it.
