Concerned Citizens Movement (British Virgin Islands)
The British Virgin Islands has a two-party system, which means that there are two dominant political parties, creating difficulty for anybody to achieve electoral success under the banner of any other party. In none of the previous four elections has a candidate who was not standing for any party other than one of the two main parties won a seat (although one candidate has won running as an independent). Prior to 1999 there were a number of multi-party elections with four or more parties contesting and three or more parties winning seats. Active parties There are four main parties active at present in the Territory, and between them they hold all of the seats in the legislature. Two of them were formed in 2018, the other two are much older. Leader Of The Opposition (British Virgin Islands)
The Leader of the Opposition (officially the Leader of Her Majesty's Most Loyal Opposition in the British Virgin Islands) is the leader of the largest political party in the House of Assembly that is not in government. Alvin Christopher
J. Alvin Christopher, is a politician who presently serves as leader of the People's Empowerment Party in the British Virgin Islands. He is not currently a member of the House of Assembly, but was the longstanding elected member for the second district, a position which he held from the 1995 general election until the 2015 general election. Alvin Christopher was first elected to office as an independent in 1995. Shortly afterwards he was offered the position of Minister of Communication and Works, and joined the governing Virgin Islands Party (VIP). After the 1999 general election he "crossed the floor" to join the opposition National Democratic Party (NDP). In May 2006 Mr Christopher was removed from his position as Minister of Communications and Works by the NDP, and at the next meeting of the legislative council he crossed the floor for a second time to sit once again with the opposition VIP (although not formally joining them as a party). People's Empowerment Party (British Virgin Islands)
The People's Empowerment Party (or PEP) is a defunct political party in the British Virgin Islands, led by former House of Assembly member for the second district Alvin Christopher. Mr Christopher has previously been elected as a representative of the Virgin Islands Party, the National Democratic Party and as an independent. It has no elected representatives and may now be defunct. The party was launched on 29 March 2014. Omar Hodge
Omar Wallace Hodge (2 February 1942 – 20 December 2017) was a politician in the British Virgin Islands. Hodge was the third longest serving member of the House of Assembly (including its former incarnation as the Legislative Council) after Lavity Stoutt and Ralph O'Neal. Hodge served continuously as the representative for the 6th District from his election in the 1979 general election until his surprise defeat in the 2011 general election. He served a total of . Qwominer William Osborne
Dr Qwominer William Osborne, OBE (usually referred to as Q.W. Osborne or William Osborne) was a British Virgin Islander politician and physician. His political career started in the 1963 general election, when he was elected to the seat for the 5th District. Prior to 1967 elections to the Legislative Council of the British Virgin Islands were on a non-party basis, and legislators who were elected governed collectively. However, the 1967 general election introduced party politics into the British Virgin Islands, and Osborne founded and became leader of the VI Democratic Party. Ultimately that party would come second in the election to the BVI United Party led by Lavity Stoutt. Osborne thereby became the first ever Leader of the Opposition in the British Virgin Islands. Willard Wheatley
Willard Wheatley MBE (16 July 1915 – 22 January 1997) was a British Virgin Islands educator and politician who served two consecutive terms as the Chief Minister of the British Virgin Islands from 1971 to 1979. He was the second ever Chief Minister of the Territory, and the first ever minister of finance. He served as Chief Minister at the head of two different coalition governments: one as ''de facto'' leader of the United Party, and the other the VI Democratic Party. At an event to commemorate what would have been the 100th birthday of Wheatley, then Premier Orlando Smith made a commitment to provide public funds to memorialise his achievements and for a book about his life to be published. British Virgin Islands General Election, 1971
General elections were held in the British Virgin Islands on 2 June 1971. The result was a victory for a coalition of the VI Democratic Party (DP) together with independent candidate Willard Wheatley over the newly formed Virgin Islands Party (VIP) led by former Chief Minister Lavity Stoutt, and incumbent BVI United Party (UP) led by Conrad Maduro. Prior to the election Stoutt had was serving as Chief Minister and leader of the UP, but due to internal divisions Stoutt left and formed his new party to contest the election against the UP and the DP, but ended up losing and being replaced by Wheatley as Chief Minister. The election was also notable for the first female candidate in a British Virgin Islands election: Millicent Mercer contested the 5th District on behalf of the VIP, but lost to Conrad Maduro. VI Democratic Party
The VI Democratic Party (VIDP or DP) is a nodefunctpolitical party of the British Virgin Islands. It was originally formed by Dr Q. William Osborne during the first session of the Legislative Council of the British Virgin Islands under the new constitution in 1967 subsequent to the general election on 14 April 1967. After the election Dr Osborne was the Territory's first leader of the opposition in the Legislative Council. The VI Democratic Party only once held power in the Territory. After the 1971 general election it formed a coalition government with independent candidate Willard Wheatley, with Wheatley acting as Chief Minister. However, disagreements arose between Wheatley and Osborne, and Wheatley ended up removing Osborne from his Ministerial post. For the 1975 general election Wheatley abandoned his former coalition partners and ran successfully with the United Party, and Osborne also abandoned the party to run for the Virgin Islands Party. Elections In The British Virgin Islands
Elections in the British Virgin Islands are conducted to elect members to the House of Assembly (formerly named the Legislative Council). In the British Virgin Islands elections are not conducted in relation to appointments to either the Executive or Judicial branches of Government, and there are no other publicly elected posts in the British Virgin Islands. Most elections are conducted as general elections, which under the Constitution are required to be held every four years, or as by-elections when a member of the House of Assembly dies or steps down. Since the re-introduction of democracy into the British Virgin Islands in 1950 there have been fifteen general elections, and three recorded by-elections. General elections were held in the British Virgin Islands on 11 November 1983. The result was a victory for the opposition United Party in coalition with independent candidate Cyril Romney over the governing Virgin Islands Party (VIP) led by former Chief Minister Lavity Stoutt Hamilton Lavity Stoutt (7 March 1929 – 14 May 1995) was a British Virgin Islander politician and the first and longest serving Chief Minister of the British Virgin Islands.
